The Commission on Audit (COA), through the National Expenditure Program FY 2025 intends to apply the sum of Four Million Pesos (₱4,000,000.00) being the ABC to payments under the contract for the Procurement of Information and Communications Technology Equipment – Internet Subscription (Early Procurement Activities), itemized into lots as follows: Lot No. Particulars Duration Sub-ABC (in pesos) Cost of Bidding Documents 1 Secondary Internet Service Provider 1 year 2,000,000.00 2,500.00 2 Tertiary Internet Service Provider 1 year 2,000,000.00 2,500.00 Total ABC 4,000,000.00 Bids received in excess of the ABC for each item shall be automatically rejected at bid opening. 2. COA now invites bids for the above Procurement Project. Delivery of the Goods is required within the calendar days stated in Section VI (Schedule of Requirements) upon Supplier’s receipt of the Notice to Proceed. Bidders should have completed, within Three (3) years (November 2021 to November 2024) prior to the deadline for the submission and receipt of bids, a contract similar to the Project. For this purpose, similar contracts shall refer to the supply, delivery and testing (if applicable) Internet Service Provider. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. For this project, prospective bidders can bid for only one (1) lot. This is to ensure that, in the event of downtime experienced by COA with one internet service provider, another internet service provider from a different company can serve as a backup. Thus, COA existing service provider, Infinivan Inc., along with its sister company and subsidiaries, if any, are not allowed to participate in the bidding. 4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 5. Prospective Bidders may obtain further information from the BAC Secretariat at the Procurement and Property & Supply Management Division (PPSMD), General Services Office (GSO), Administration Sector (AS), and inspect the Bidding Documents at the cited address during office hours. 6. A complete set of Bidding Documents may be acquired by interested Bidders on October 21, 2024 to November 11, 2024 or before the deadline of the submission of bids from the PPSMD, GSO, AS and website(s) below; and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. 7. COA will hold a virtual Pre-Bid Conference on October 29, 2024 at 9:45 A.M. which shall be open to prospective bidders. The Pre-Bid Conference shall be conducted through video conferencing using Cisco Webex online platform. To be able to join the pre-bid conference, prospective bidders shall submit, via email to the BAC Secretariat members, Ms. Jory Jane C. Delgaco, at email address: jjcdelgaco@coa.gov.ph, or to Marianne Joy R. Ponciano at email address: mjrponciano@coa.gov.ph, the scanned copy of their written request, signifying their intention to participate in the online pre-bid conference and indicating the email address to which the meeting ID link and password shall be sent by the BAC. 8. Bids must be duly received by the BAC Secretariat through manual submission. For bids submitted before the bid opening date, these shall be received by the BAC Secretariat at the PPSMD, GSO, AS, COA Central Office, Commonwealth Avenue, Quezon City; while for the bids submitted on the bid opening date of November 11, 2024, these shall be received by the BAC Secretariat at the COA Cultural and Sports Center, COA Central Office, Commonwealth Avenue, Quezon City. 9. The deadline for the submission of bids and the bid opening shall be on November 11, 2024, 10:00 A.M at the COA Cultural and Sports Center, COA Central Office, Commonwealth Avenue, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Late bids shall not be accepted. 10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 11. COA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
