The Pag-IBIG Fund Technical and Administrative Support for South Central and North Central and Eastern Visayas (TAS-SCNCEV), through the Y2024 Corporate Operating Budget intends to apply the sum of Six Million Seven Hundred Fifty Nine Thousand Five Hundred Pesos (PhP6,759,500.00), inclusive of all applicable taxes being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery, Installation and Commissioning of various Air Conditioning Units for Pag-IBIG Fund Branches and Offices per Project ID no. 24-10-239-TAS. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Pag-IBIG Fund through the Bids and Awards Committee (BAC)–SCNCEV now invites bids for the above Procurement Project. Delivery of the Goods is required within sixty (60) calendar days as specified in Section VI. (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from the Pag-IBIG Fund BAC–SCNCEV Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS). 5. A complete set of Bidding Documents may be acquired by interested Bidders starting on October 15, 2024 from 9:00 A.M. to 3:00 P.M., from the Pag-IBIG Fund BAC–SCNCEV Secretariat, at the office address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PhP10,000.00). Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made on the following schedules, provided that the prospective bidder has secured an authorized Payment Order Form at the BAC–SCNCEV Secretariat. The Procuring Entity shall allow the bidder to present its proof of payment for the fees either in person or through electronic means. 6. The Pag-IBIG Fund BAC–SCNCEV will hold a Pre-Bid Conference via videoconferencing on October 23, 2024 at 09:30 a.m. (PST), which shall be open to prospective bidders. Request for the meeting ID/link and password must be communicated with the BAC–SCNCEV Secretariat via email at dosevilla@pagibigfund.gov.ph at least one (1) working day, until 4:00 P.M. (PST), prior to the scheduled Pre-Bid Conference and shall be limited only to one (1) authorized representative per company. The said meeting ID/link must be for the exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts. 7. Bids must be duly received by the Pag-IBIG Fund BAC–SCNCEV Secretariat through manual submission at the given address below, on or before 10:00 a.m. (PST) of November 4, 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 4, 2024 at 10:00 a.m. (PST) at the 5th Floor Conference Room 2, Pag-IBIG Fund WT Corporate Tower, Mindanao Avenue, Cebu Business Park, Cebu City, and/or via Zoom. Bids will be opened in the presence of the Bidders’ representatives. The venue identified for the Opening of Bids may be subject to change to ensure physical distancing and each bidder/company shall be allowed only one (1) representative during the aforesaid activity.
