Invitation to Bid INVITATION TO BID FOR Catering Services for the Conduct of the 2024 Regional Human Resource Management Practitioners’ Congress (26-27 June 2024) 1. The CIVIL SERVICE COMMISSION–NATIONAL CAPITAL REGION (CSC-NCR), through the CSC-NCR Training Fund intends to apply the total sum of Two Million One Hundred Thirty-Five Thousand Four Hundred Pesos (Php 2,135,400.00) being the Approved Budget for the Contract (ABC) for the Catering Services for the Conduct of the 2024 Regional Human Resource Management Practitioners’ (RHRMP) Congress on 26-27 June 2024. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The CSC-NCR now invites all interested Phil-GEPS registered contractors, manufacturers, suppliers, dealers, authorized franchised dealers to bid for the above-mentioned procurement. 3. Delivery of the goods is required ON THE DATE INDICATED IN THE NOTICE TO PROCEED. Bidders should have completed within FIVE (5) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders. 4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183 and subject to Commonwealth Act No. 138. 5. Prospective bidders may obtain further information from the CSC-NCR through the BAC SECRETARIAT at the contact details provided below from 8:00 a.m. to 5:00 p.m. (Monday to Friday). 6. A complete set of Bidding Documents may be acquired by interested Bidders either manually or online: a. For walk in request of Bidding Documents, interested Bidders must coordinate with the BAC SECRETARIAT and proceed to the address indicated below from (8:00 a.m. to 5:00 p.m.) Monday to Friday. In view of the prevailing health and safety protocols, payment for the purchase of Bidding Documents shall be made to the authorized representative from the Cashier’s Office at the CSC-NCR Building. The Official Receipt issued by the Cashier shall be presented to the BAC SECRETARIAT for the issuance of the Bidding Documents. The Bidding Documents shall be received personally by the prospective Bidder or his/her authorized representative at the CSC-NCR Building. b. Interested Bidders may request a copy of the bidding documents from the CSC NCR. Bidders must send an e-mail request to the BAC SECRETARIAT at cscncrbac@gmail.com. A copy of the Bidding Documents shall be sent to the e-mail address provided by the interested bidder as indicated in the e-mail request. Payment for the purchase of Bidding Documents shall be made on the day of the submission of bids on 13 June 2024 to the authorized representative from the Cashier’s Office at the CSC-NCR Building. c. Notarized Bid Securing Declaration (BSD). 7. The CSC-NCR will hold a Pre-Bid Conference on 30 May 2024 (10:00 a.m.) via Zoom which shall be open to all prospective parties. Cash or cashier’s/manager’s check issued by a Universal or Commercial Bank in the amount of Forty-Two Thousand Seven Hundred Eight Pesos (Php42,708.00); b. Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank in the amount of Forty-Two Thousand Seven Hundred Eight Pesos (Php42,708.00); c. Surety Bond callable upon demand issued by a surety or insurance company together with a Certification from the Insurance Commission authorizing the same to issue such security in the amount of One Hundred Six Thousand Seven Hundred Seventy Pesos (Php106,770); or 9. Bid opening shall be on 13 June 2024 at the CSC-NCR Learning And Capacitating Room, CSC-NCR Building, No. 25 Kaliraya St., Barangay Doña Josefa, Quezon City, Metro Manila. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the bid opening. Late bids shall not be accepted. 10. The CSC-NCR reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. Further, the CSC-NCR assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. 11.
