The Department of Public Works and Highways - Quezon City 1st District Engineering Office, through the F.Y. 2025 NEP (These projects are undertaken through Early Procurement Activity (EPA) adopting the Guidelines of GPBB Circular No. 06-2019) intends to apply the sum of PHP 24,499,877.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 25OF0030 - IMPROVEMENT OF ROAD, BARANGAY BAGONG SILANGAN, QUEZON CITY. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Public Works and Highways - Quezon City 1st District Engineering Office now invites bids for the above Procurement Project. Completion of the Works is required in TWO HUNDRED TEN (210) CALENDAR DAYS. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. 4. Interested bidders may obtain further information from Department of Public Works and Highways - Quezon City 1st District Engineering Office and inspect the Bidding Documents at Sta. Catalina St., Brgy. Holy Spirit, Quezon City during weekdays from 7:00 A.M. to 4:00 P.M., Mondays to Fridays. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 8, 2024 to October 29, 2024 from the given address above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Department of Public Works and Highways - Quezon City 1st District Engineering Office will hold a Pre-Bid Conference on October 17, 2024, 2:00 P.M. at DPWH-QC1stDEO Bidding Room, Sta. Catalina St., Brgy. Holy Spirit, Quezon City or through videoconferencing / webcasting via http://www.youtube.com/@DPWH.QC1DEO which shall be open to prospective bidders. 7. Interested contractors are also required to present the original copies of the following for validation and issuance of Bid Documents: a) Company ID or any government issued ID; b) Authorization Letter (if not an authorized liaison officer in the CWA), prior to dropping of bids. 8. Deadline of Order of Payment (OP) must be until 9:00 A.M. of October 29, 2024. 9. Bid submission may be done manually or electronically/online. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the BDS. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated above or through electronic at electronicbids_quezoncity1@dpwh.gov.ph on or before October 29, 2024, 10:00 A.M. Late bids shall not be accepted. 10. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 11. Bid opening shall be on October 29, 2024 immediately after the dropping/submission of bids at the bidding room of DPWH-QC1stDEO. Prospective bidders are advised that this Office will be implementing Department Order No. 28 Series of 2024 – Three (3)-Strike Policy in the Procurement of Infrastructure, Goods and Consulting Services Contracts. This policy is aimed at enforcing adherence to the procurement guidelines stipulated under Section 69.1.i of the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A,) 9184. Under this policy, if a bidder commits three (3) offenses / acts described as “All other acts that tend to defeat the purpose of competitive” bidding they shall be subjected to an administrative penalty. 13. The Department of Public Works and Highways - Quezon City 1st District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 14.
