The National Transmission Corporation (TransCo), through the proposed CY 2024 Corporate Budget approved by the Transco Board of Directors, intends to apply the sum of PhP30,000,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF ENTERPRISE NETWORK SECURITY SOLUTION WITH INSTALLATION, CONFIGURATION, SET-UP, COMMISSIONING AND TESTING under Reference No. PB240619-EA44 / PR No. CISITD-24-98644. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The National Transmission Corporation (TransCo) now invites bids for the above procurement. Delivery of the Goods is required to be completed within Ninety (90) Calendar Days. Bidders should have completed, during the last five (5) years from the date of submission of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of R.A. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. No. 5183. 4. Prospective Bidders may obtain further information from the National Transmission Corporation (TransCo) website at https://www.transco.ph/procurement\ PB and/or inspect the Bidding Documents at the address given below. 5. A complete set of Bidding Documents may be acquired by interested Bidders from 04 July 2024 up to 24 July 2024, from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents in reduced amount of Twenty-Five Thousand Pesos (PhP25,000.00) only, pursuant to the latest Guidelines issued by the GPPB. The Procuring Entity shall allow the bidder to present its proof of payment for the fee which will be presented in person, by facsimile, or through electronic means at https://www.lbp-eservices.com/egps/portal/index.jsp. 6. The National Transmission Corporation (TransCo) will hold a Pre-Bid Conference on 11 July 2024 at 11:00 a.m. at the BAC Conference Room at the same address below, which shall be open to prospective bidders via Microsoft Teams. 7. Bids must be duly submitted to the BAC Secretariat physically at the office address indicated below, on or before 25 July 2024 at 11:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount/s stated in ITB Clause 14. 9. The bid opening is scheduled on 25 July 2024 at 11:00 a.m. at the given address below, which shall be open to prospective bidders, face to face or via Microsoft Teams. Bids will be opened in the presence of bidder/s’ representative/s who choose to attend the activity. 10.
