The Department of Environment and Natural Resources (DENR) through the 2025 National Expenditure Program (NEP) intends to apply the sum of Pesos: Two Million One Hundred Nine Thousand Three Hundred Sixty (2,109,360.00) being the ABC to payments under the contract for SUPPLY AND DELIVERY OF PURIFIED DRINKING WATER WITH PROVISION OF HOT AND COLD WATER DISPENSER FOR THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES-CENTRAL OFFICE (DENR-CO) FOR CY 2025 under Bid Ref. No. DENR-CO-2024-061. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DENR now invites bids for the above Procurement Project. The supply and delivery contract is for a period of until the end of CY 2025 which shall commence upon receipt of Notice to Proceed (NTP). The delivery and deployment of hot and cold water dispensers at the designated office/location must be completed within fifteen (15) calendar days from receipt of NTP. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Similar in nature shall mean “Supply and Delivery of Purified Drinking Water with Provision of Hot and Cold Water Dispenser”. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4.
