The Department of Public Works and Highways-Quirino District Engineering Office through the PDE CY - 2025 intends to apply the sum of ₱165,628.42 being the Approved Budget for the Contract (ABC) to payments under the contract for: 25CSBK01 - Soil Testing/Exploration for the Proposed Construction of Addalam River Flood Control Structure Downstream, Disiluad Section, Aglipay, Quirino located at Palacian, Aglipay, Quirino. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals. 2. The Department of Public Works and Highways - Quirino District Engineering Office now calls for the submission of eligibility documents for 25CSBK01 - Soil Testing/Exploration for the Proposed Construction of Addalam River Flood Control Structure Downstream, Disiluad Section, Aglipay, Quirino located at Palacian, Aglipay, Quirino. Interested Consultants must submit their Eligibility Documents on or before October 28, 2024, @ 10:00 A.M at Department of Public Works and Highways – Quirino District Engineering Office, Conference Hall, Mangandingay, Cabarroguis, Quirino. Applications for Eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. Interested bidders may obtain further information from Department of Public Works and Highways - Quirino District Engineering Office and inspect the Bidding Documents at the address given below during 8:00A.M-5: 00P.M. 4. A complete set of Bidding Documents may be acquired by interested Bidders on October 28, 2024 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱500.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their Bids. GPPB resolution No. 15- 2021 states, "Lifting the Suspension on the Implementation of the Mandatory Submission of PhilGEPS Certificate of Platinum Registration and Membership in Competitive Bidding and Limited Source Bidding; Amending Sections 8.5.2, 23.1 (a)(ii), 23.3, 24.1 (a)(ii), 24.4.3, 34.3 and 54.6 of the 2016 Revised IRR of RA No. 9184, Items IV (G)(l) and V (D)(l)(b) as well as Appendix "A" of Annex “H” thereof, Items 4 and 6 of the Guidelines for the use of the Government of the Philippines — Official Merchants Registry', and Item 1 of Section VIII and IX of the 6th Edition of the Philippine Bidding Documents for Goods and Infrastructure Projects", dated October 14, 2021. In lieu of the above, prospective bidders shall submit in their bid the Updated PhilGEPS Certificate of Platinum Registration and Membership in accordance with Sections 23.3, 24.4.3 and 54 of Republic Act 9184 (RA9184). 5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act. 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The criteria and rating system for short listing as per D.O. 143 Series of 2022, are: Experience of the Firm 60 points Availability of Required Personnel of the Firm 10 points Workload 30 points Total 100 points The Passing score is 80 Points. 6. Prospective Bidders must submit a copy a notified Contract Agreement and Certificate of Employment of all the staff (key and non- key personnel) as an attachment to the Statement of the Consultant Specifying its Nationality and Profession along with their respective Curriculum Vitae (CV). 7. Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the 2016 IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 8. The procurement and employment of Corporation(s) as consultant(s) in this project is NOT ALLOWED. 9. The Procuring Entity shall evaluate bids using the Quality Cost Based Evaluation (QCBE) procedure. The Technical and Financial Proposals shall have weights of Sixty Five Percent (65%) and Thirty Five Percent (35%) respectively. Shortlisted bidders whose technical proposal pass the minimum technical score of Eighty (80) points shall be invited for the opening of financial proposal and negotiation. The criteria and rating system for the evaluation of bids are provided in the Instruction to Bidders. 10. The contract shall be completed within 35 CD. Bids must be delivered on or before November 18, 2024 @ 10:00 A.M. and Opening will be done immediately after the deadline of submission of bids at the Department of Public Works and Highways – Quirino District Engineering Office, Conference Hall, Mangandingay, Cabarroguis, Quirino. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1. 11. The Department of Public Works and Highways – Quirino District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 35.6 and Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 12.
