The Department of Trade and Industry, Regional Office 5, through the General Appropriations Act of 2024 intends to apply the sum of Three Million Four Hundred Ninety One Thousand Nine Hundred Forty Four Pesos (P3,491,944.00) being the ABC to payments under the contract for SUPPLY AND DELIVERY OF INFORMATION TECHNOLOGY (IT) EQUIPMENT FOR NEGOSYO CENTER OF DTI REGION 5 / identification number: DTIV-24-00004. Bids received in excess of the ABC shall be automatically rejected at bid opening. Details are as follows: Particulars No. of Unit/Set ABC per unit inclusive of taxes (in Php) Total ABC inclusive of taxes (inPhp) Laptop Computers 56 unit 56,999.00 3,191,944.00 Multifunction Printer 20 unit 15,000.00 300,000.00 TOTAL ABC (LOT BID) 3,436,000.00 2. The Department of Trade and Industry, Regional Office 5 now invites bids for the above Procurement Project. Delivery of the Goods is required by/within 30 Calendar days from receipt of the Notice to Proceed. Bidders should have completed, within Three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Department of Trade and Industry, Regional Office 5 and inspect the Bidding Documents at the address given below during 9:00am to 5:00pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders from the DTI 5 RBAC Secretariat upon payment of non-refundable fee of Five Thousand Pesos (P5,000.00) from the given address, pursuant to the latest Guidelines issued by the GPPB. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement Service (www.philgeps.gov.ph) or electronically mailed to the prospective Bidders, provided that Bidders shall pay the applicable Bidding Documents Fee not later than the submission of their bids. 6. The Pre-bid Conference shall be open to all interested parties. Bidders are advised to send their technical and/or administrative representatives who will prepare the bid documents to ensure completeness and compliance of bids. 8. Bids submitted after the deadline shall only be marked for purposes of recording the time of submission to the DTI RBAC Secretariat but shall not be accepted, thus, they shall be returned to the bidder unopened and intact. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bids will be opened in the presence of the Bidder’s representatives who chose to attend the bid opening. 10. The Department of Trade and Industry, Regional Office 5 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. Notes to bidder: • Freight On Board (FOB/Delivery) – DTI Regional Office 5, Rawis, Legazpi City • ABC is inclusive of taxes, installation and test run, commissioning, freight and handling • Commissioning and Training: within 5 days after delivery and set-up • In order to assure that manufacturing defects shall be corrected by the supplier, • warranty security, which is the 1% Retention Fee, shall be required from the contract awardee for a minimum period of one (1) year after acceptance by the procuring entity of the delivered supplies.
