The Bids and Awards Committee of the Local Government Unit of Santiago City, through the 2024 Economic Development Fund intends to apply the sum of Seventeen Million Ninety Six Thousand Six Hundred Four Pesos and 06/100 Only (Php 17,096,604.06) being the Approved Budget for the Contract (ABC) to payments under the contract for Package 24-27: Road Rehabilitation and Improvement, Various Barangays, Santiago City with Project Identification Number No. INFRA 24-11-27. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Bids and Awards Committee of the Local Government Unit of Santiago City now invites bids for the above Procurement Project. Completion of the Works is required One Hundred Twenty (120) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Interested bidders may obtain further information from Bids and Awards Committee of the Local Government Unit of Santiago City and inspect the Bidding Documents at the address given below from 8:00 A.M. to 12:00 P.M. and from 1:00 P.M. to 5:00 P.M. BAC Secretariat Office, City Hall, San Andres, Santiago City 5. A complete set of Bidding Documents may be acquired by interested bidders from June 15, 2024 to July 08, 2024 from 8:00 A.M. to 12:00 P.M. and from 1:00 P.M. to 5:00 P.M., Monday to Friday, and up to 9:00 A.M. on the last day of issuance from the address below and upon payment of the applicable fee for the Bidding Documents in the amount of Php 25,000.00. The Bids and Awards Committee of the Local Government Unit of Santiago City will hold a Pre-Bid Conference on June 24, 2024, 1:30 P.M. at the Conference Room, City Hall, San Andres, Santiago City, which shall be open to prospective bidders. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before July 08, 2024, 9:00 A.M. Late bids shall not be accepted. 7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 8. Bid opening shall be on July 08, 2024, 1:30 P.M. at the Conference Room, City Hall, San Andres, Santiago City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 9. All particulars relative to eligibility screening, bid security, performance security, pre-bid conference/s, evaluation of bids, post-qualification and award of contracts shall be governed by the pertinent provisions of RA 9184 and its Revised IRR. The Bidder must have completed, within the period of ten (10) years and ITB Clause 5.2 a single contract that is similar to this project, equivalent to at least fifty percent (50%) of the ABC. 10. The Bids and Awards Committee of the Local Government Unit of Santiago City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
