The LEGAZPI CITY WATER DISTRICT, through the 2024 Corporate Budget for the contract approved by the Governing Board intends to apply the sum of Four Hundred Twenty-Three Thousand One Hundred Thirty Pesos Only (Php423,130.00) being the Approved Budget for the Contract (ABC) to payments under the contract for LCWD-2024-117 Volumetric Water Meters (Supply and delivery of 1 lot – 1” dia. and ¾” dia. Volumetric Water Meter with tail piece). Bids received in excess of the ABC shall be automatically rejected at bid opening. The payment terms shall be within thirty (30) calendar days from date of complete delivery and acceptance. 2. The LEGAZPI CITY WATER DISTRICT now invites bids for the above Procurement Project. Delivery of the Goods is required on or before December 12, 2024. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. Prospective bidders may obtain further information from LEGAZPI CITY WATER DISTRICT and inspect the Bidding Documents at the address given below during 8:00 AM to 5:00 PM. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 4, 2024 to October 18, 2024 from the given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php500.00. The required fee(s) may be deposited to: Landbank – Legazpi Rotonda with Account No. 6272110458 and Account Name: Legazpi City Water District. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile or through e-mail. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and at our website (www.legazpicitywater.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before October 18, 2024 at 11:30 am. Late bids shall not be accepted. 7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 8. Bid opening shall be on October 18, 2024 at 1:00 pm at the LCWD Multi-Purpose Hall, Legazpi City Water District, Bitano, Legazpi City.
