The Department of Social Welfare and Development – Field Office XI intends to apply the sum of FOUR MILLION FOUR HUNDRED THIRTY-NINE THOUSAND FIVE HUNDRED FOURTY-SEVEN PESOS ONLY (Php 4,439,547.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Purchase and Delivery of Office Supplies for the DSWD Field Office XI for the Second Semester of CY 2024 and with identification number: 24-10-PB028. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DSWD Field Office XI, now invites Bids from eligible bidders for the above Procurement Project. For Delivery of the Goods please refer to the Schedule of Requirements. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a single contract similar to the Project and equivalent to at least twenty-five percent 25% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. 4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. 5. Interested bidders may obtain further information from the Department of Social Welfare and Development – Field Office XI and inspect the Bidding Documents at the address given below during office hours from 9:00 am to 5:00 pm. 6. A complete set of Bidding Documents may be purchased by interested Bidders on October 23, 2024 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos Only (PHP 5,000.00). 7. The Department of Social Welfare and Development – Field Office XI will hold a Pre-Bid Conference on October 30, 2024, 3:00 P.M. at the DSWD Field Office XI Compound, Ramon Magsaysay Avenue corner Damaso Suazo Street, Davao City which is limited to one (1) representative per bidder and through Google meeting, with meeting link: meet.google.com/khf-jtxa-nwu for bidders who cannot attend personally. The Pre-Bid conference is open to all interested parties. 8. Bids must be duly received by the BAC Secretariat at the DSWD Field Office XI Compound, Ramon Magsaysay Avenue corner Damaso Suazo Street, Davao City on or before November 13, 2024, 3:00 P.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be accepted. 9. Bid opening shall be on November 13, 2024, 3:15 P.M. at the DSWD Field Office XI Compound, Ramon Magsaysay Avenue corner Damaso Suazo Street, Davao City which is limited to one (1) representative per bidder and through Google meeting, with meeting link: meet.google.com/nog-nzuk-wiz for bidders who cannot attend personally. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the Bid Opening. 10. The Department of Social Welfare and Development – Field Office XI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
