The Office of the Solicitor General, through the FY 2025 National Expenditure Program intends to apply the sum of Six Million One Hundred Ten Thousand Pesos (₱6,110,000.00) being the ABC to payments under the contract for Procurement of Long (8.5” x 13”) and A4 (8.3” x 11.7”) Copy Paper for CY 2025 / OSG PR No. 024-09-201 (EPA 2025). Bids received in excess of the Approved Budget for the contract (ABC) shall be automatically rejected at bid opening. 2. The OSG now invites bids for the above Procurement Project. The Supplier shall undertake an initial delivery of 2,000 reams long copy paper and 200 reams A4 copy paper within fifteen (15) days from receipt of the Notice to Proceed (NTP), The balance shall be delivered within five (5) days upon request of the OSG, until the total quantity ordered shall be fully delivered, which shall not be beyond March 31, 2026. Full delivery must be completed within 12 months after the first delivery date. The Bidder shall have a Single Largest Completed Contract (SLCC) that is at least one (1) similar contract, completed within two (2) years prior to the deadline for the submission and receipt of bids. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from OSG and inspect the Bidding Documents at the address given below during Monday to Friday 8:00am to 5:00pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders from Monday to Friday, between 8:00am to 5:00pm starting 14 October 2024 until 10:00am of 4 November 2024, from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php10,000.00). Bids must be duly received by the BAC Secretariat/Procurement through manual submission at the office address indicated below on or before 10:25am of 4 November 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Prospective Bidders are required to submit (1) one additional hard copy of their bid as allowed in ITB Clause 15. Further Prospective Bidders are notified that this procurement is undertaken through Early Procurement Activity. In this regards, prospective bidders are enjoined to refer to the GPPB Circular 06-2019 dated July 17, 2019 and other related issuances. Also, for purposes of videoconferencing, prospective bidders are advised to provide their email addresses not later than thirty (30) minutes before the activity at the email address below. While the BAC can conduct face-to-face pre-bid conference and opening of the bids, prospective bidders are enjoined to send at most two (2) representatives due to the limited space of the conference room. 11. The OSG reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
