LGU-Minalabac, Camarines Sur, through 20% EDF, CY 2022, intends to apply the sum of FOUR MILLION FOUR HUNDRED NINETY-FIVE THOUSAND FOUR HUNDRED FIFTEEN PESOS & 43/100 (P 4,495,415.43) being the Approved Budget for the Contract (ABC) to payments under the contract INSTALLATION OF WATER TRANSMISSION PIPELINE at Malitbog to Poblacion, Minalabac, Camarines Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The LGU-Minalabac, Camarines Sur, through its Bids and Awards Committee (BAC), now invites contractors to submit bidsINSTALLATION OF WATER TRANSMISSION PIPELINE at Malitbog to Poblacion, Minalabac, Cam. Sur. Completion of Works required 90 calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project. Provided, however, that contractors under Small A and Small B categories without similar experience on the contract to be bid may be allowed to bid if the cost of such contract is not more than the Allowable Range of Contract Cost (ARCC) of their registration based on the guidelines as prescribed by the PCAB. The description of an eligible bidder is contained in the Bidding Documents. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested Bidders may obtain further information from LGU-Minalabac, Camarines Sur, and review the Bidding Documents at the address given below during office days from 8:00 a.m. to 5:00 p.m. 5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below upon presentation of original copies of PCAB License, PhilGEPS Registration Certificate, and Authorization Letter/Special Power of Attorney (SPA) specific to the project, if through a Representative, and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (P 5,000.00). 6. Pre-Bid Conference will be held at the SB Session Hall, LGU-Minalabac, Camarines Sur on June 27, 2024, which shall be open to all interested parties. Queries will be entertained only from those who have purchased the Bidding Documents. 7. Bids must be delivered to the address below on or before 12:00 nn of July 9, 2024, at the BAC Secretariat Office (Municipal Assessor's Office), Minalabac, Cam. Sur. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted. 8. To be eligible to bid for this Contract, contractors must submit Three (3) copies (One (1) original copy and Two (2) photocopies) of Bidding Documents, and such must be in accordance with the Philippine Bidding Document, Procurement of Infrastructure Project (2016 Revised IRR of RA 9184). 9. The equipment required for this contract are Plate Compactor, Concrete Mixer, Concrete Cutter, Backhoe and Hand Tools. 10.
