The Department of Transportation (DOTr), through the CY 2024 GAA intends to apply the sum of Two Million Eighty-Nine Thousand Nine Hundred Thirty-One Pesos and Ninety-Nine Centavos (Php2,089,931.99) being the Approved Budget for the Contract (ABC) to payments under the contract for the procurement of Preventive Maintenance of Air Handling Units (AHUs) and Air Conditioning Units (ACUs) of DOTr Offices in The Columbia Tower with Project ID No. CBAC-CO-GS-2024-02. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DOTr now invites bids for the above Procurement Project. Deployment of Services shall be in accordance with Section VI. Schedule of Requirements. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from DOTr and inspect the Bidding Documents at the address given below from Monday to Friday, 7:00 AM to 4:00 PM. 5. A complete set of Bidding Documents may be acquired by interested Bidders from 29 May 2024 until 01:00 PM of 18 June 2024 from the given address below and websites of the DOTr (www.dotr.gov.ph) and the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means. Bidders’ authorized representative shall present a government ID and shall submit a duly signed authorization letter with a copy of a government ID of the one who issued the authorization. Bidders may pay the applicable fee through direct bank deposit to DOTr’s Trust Current Account at any Development Bank of the Philippines (DBP) branch or through online fund transfer or payment using mobile banking applications. Acknowledgement Receipt will be issued accordingly after confirmation of receipt by the Accounting Division. 6. The DOTr will hold a Pre-Bid Conference on 06 June 2024, 02:00 PM at the Conference Room, Unit 61, The Columbia Tower, Ortigas Avenue, Barangay Wack-Wack, Mandaluyong City and through video conferencing via Google Meet at https://bit.ly/CBAC-06JUN2024PM which shall be open to prospective bidders. The said Conference can be viewed via Facebook Live at DOTr’s Official Facebook Page at Department of Transportation-Philippines (@DOTrPH). 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 01:00 PM of 18 June 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be at 01:00 PM of 18 June 2024 at the Conference Room, Unit 61, The Columbia Tower, Ortigas Avenue, Brgy. Wack-Wack, Mandaluyong City and through videoconferencing via Google Meet at https://bit.ly/CBAC-18JUN2024PM. Bids will be opened in the presence of the bidder’s representative who chooses to attend the activity, provided that an Authorization Letter shall be submitted to the BAC on or before the scheduled opening of bids. 10. The DOTr reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
