BACKGROUND OF THE PROJECT The RAPID Growth Project aims to increase the income of small farmers and unemployed rural women and men across selected value chains. The development objective is to provide strategic enabling conditions for the sustained growth of micro and small enterprises in agricultural commodity chains with comparative advantage, market demand, and growth potential, backward linkages to small farmers, and job creation effects. To achieve the above bottom-line target of increased farmers’ income, the project interventions will focus on helping producers increase their productivity, promoting varietal change, improving production, harvest, post-harvest, and processing practices to supply specific requirements; and promote greater business partnerships among industry stakeholders. SOCCSKSARGEN, particularly in Sultan Kudarat is recognized as the leading producer of both Arabica and Robusta coffee in the Philippines, a critical challenge persists—the average coffee yield per tree remains under 500 grams of green coffee beans (GCB) per year. This low yield is largely due to the prevalence of Robusta wildlings, which are propagated through asexual methods. Addressing this issue is vital to improving overall coffee production and quality in the region. The foundation of producing good quality coffee starts from a good source of planting materials and farmer adoption of good agricultural practices in coffee establishment, care, and maintenance. Coffee farmers must be equipped with these knowledge and skills for them to produce fine and specialty coffees that yield a good cup taste that are competitive in the world market. In reference to the Region 12’s Coffee Nestle Plus Expanded Detailed Investment Plan it was identified that there is a need for capability building related to Good Agricultural Practices particular on farm management, proper care, and maintenance, particularly within sloping agricultural areas which will seeks to empower coffee farmers by equipping them with the necessary tools to enhance their farming practices and increase productivity. The SALT training will cover a range of crucial topics, including Coffee Farm Establishment, Integrated Pest and Disease Management, Integrated Nutrient Management, and Pruning and Rejuvenation. These modules will equip farmers with the skills required to manage coffee farms on sloping lands, improve soil fertility, and mitigate the risks associated with soil erosion. By adopting regenerative agricultural practices and promoting sustainability, the training will ensure that farmers are able to produce higher yields of quality coffee while maintaining the long-term viability of their land. In addition to enhancing their technical skills, the training will also prepare the farmer-beneficiaries to properly manage the seedlings to be provided by the project. Through the grant of quality coffee seedlings, farmers will have the opportunity to apply their newfound knowledge in GAP and SALT principles, ensuring the successful establishment and growth of their coffee farms. Proper handling and care of the seedlings are critical to ensuring healthy and productive plants, which will, in turn, contribute to better yields and higher-quality coffee production. B. THE OBJECTIVE Set out Good Agricultural Practice in Coffee Production and Methodologies on Planting Coffee in Sloping Agricultural Land, Farm Management, and Integrated Pest & Disease Management in coffee farming to respond absence of standards for good practices in the coffee sector in the identified beneficiaries. • Capacitate two hundred sixty-eight (268) coffee farmers on Good Agricultural Practices specific to coffee Production and Methodologies on Planting Coffee on SALT/Agroforestry, Farm Management and Integrated Pest and Disease Management; • Improve knowledge and skills of two hundred sixty-eight (268) coffee farmers on major activities of coffee farming through practical experience in field lay-out, holing, planting, and fertilization management programming and farmer field school approach; • Integrate and adapt Good Agricultural Practices into current coffee farming systems of at least two hundred sixty-eight (268) hectares of coffee farms; and • Promote gender equality and social inclusion through strengthening the involvement of women and IPs in coffee farming activities. C. TARGET BENEFICIARIES The target beneficiaries are two hundred sixty-eight (268) farmer members of the following farmer organizations in Kalamansig, Sultan Kudarat: Name of Farmer Organization No. of Beneficiaries 1. Responsibility and Deliverables of the Consultant The supplier is expected to design, organize, and implement a comprehensive Sloping Agricultural Land Technology (SALT) Training specifically tailored for the 268 coffee farmer beneficiaries of the RAPID Growth Project in Kalamansig, Sultan Kudarat. The training should focus on both the theoretical and practical aspects of coffee farming within sloping agricultural lands, incorporating the following key activities:  Submit all the necessary bidding documents needed within the advertisement period, including in the quotation the cost of taxes (whether VAT or non-VAT), and other incidental costs.  Sign the Notice of Award, Notice to Proceed, Purchase Order, and Contract as point of embarkation of the engagement.  Design and Preparation of Training Modules - Develop customized training modules in SALT, Coffee Production, and Regenerative Agriculture. o The modules should cover:  Farm Planning and Farming as a Business  Coffee Farm Establishment  Coffee Integrated Pest and Disease Management  Coffee Integrated Nutrient Management  Pruning and Rejuvenation  Regenerative Agriculture  Logistics - Ensure logistical arrangements for farmer-beneficiaries, including meals, training kits, transportation, and accommodation (if necessary). Notify the farmer beneficiaries on the conduct and schedule of training in coordination with the DTI RAPID Growth project staff (Value Chain Facilitator) at least 1 week before the training schedule.  Training Delivery - Conduct training for 268 farmer beneficiaries within 55 calendar days.  Facilitation of Farmer Engagement – Ensure active participation of farmer beneficiaries from the following organizations. The training should have field demonstrations and hands-on learning activities. Provide training tools, equipment, and resources necessary for the practical implementation of the training.  Facilitation of Attendance and Feedback Collection- The supplier will be responsible for facilitating the attendance sheet and client satisfactory feedback (CSF) and ensure all participants sign the sheet during each day of the training. Forms to be provided by DTI RAPID must be distributed, collected, and compiled by the supplier.  Post-Training Evaluation – Conduct an evaluation of the farmers' learning and provide recommendations for future training. Provision of a post-training manual or reference guide that participants can use after the training to reinforce the concepts and techniques learned.  Post-Activity Report and Documentation- The supplier must prepare and submit a post-activity report with proper documentation of the training, which includes: o Narrative on session notes and overall outcomes of the training o Attendance sheets o Photos of the sessions and field demonstrations o Summary of client satisfaction feedback forms o The report should provide a detailed account of the training process, challenges encountered, and recommendations for future activities. b. Responsibility and Deliverables of DTI-XII  Collaborate with the selected supplier to ensure that the training content aligns with the objectives of the RAPID Growth Project, DTI RAPID will review the module to ensure that the training content, particularly regarding Good Agricultural Practices (GAP), SALT principles, and Regenerative Agriculture, meets the set standards,  Provide the necessary funds, including the proposed budget of PHP 375,000.00, for the implementation of the training;  Compile and review the supplier’s completion report, ensuring that it includes all required documentation such as attendance sheets, post activity reports, training photos, session notes, and CSF summary;  Prepare the Inspection and Acceptance Report; and,  Issue Certificate of Satisfactory Completion per Terms of Reference (TOR). This will form part of the prerequisite documents for payments. c. Responsibility and Deliverables of Farmer Organization Beneficiaries  Ensure full attendance of the designated members from the farmer organization for the entire duration of the training period;  Actively engage in both classroom sessions and field demonstrations, asking questions and participating in discussions to enhance learning and application of new techniques;  Cooperate with the trainer and other participants during practical activities, including field demonstrations on coffee farm management and SALT techniques;  Apply the knowledge, skills, and techniques learned from the training, specifically on coffee farm establishment, integrated pest and disease management, integrated nutrient management, pruning, rejuvenation, and SALT practices in their own farms;  Implement Good Agricultural Practices (GAP) and Regenerative Agriculture techniques as trained, ensuring proper management of coffee farms within sloping areas; and  Provide feedback on the training by completing the client satisfaction feedback forms, ensuring that their insights and experiences are documented and submitted to the supplier and DTI RAPID for evaluation. E. QUALIFICATION REQUIREMENTS AND EVALUATION Qualifications Rating System A. Education, Training and Relevant Experience - 50% i.
