The Government of Philippines has received financing from the Asian Development Bank (ADB) toward the cost of Supporting Innovation in the Philippine Technical and Vocational Education and Training System Project. The Technical Education and Skills Development Authority (the “Employer”) invites sealed bids from eligible bidders for the construction and completion of Design and Build of the TESDA Innovation Center with Rehabilitation Works for Region II (RTIC-Tuguegarao, Cagayan Valley) (the “Works”). 3. Open competitive bidding - National advertisement will be conducted in accordance with ADB’s Single Stage - One Envelope and is open to all bidders from eligible countries as described in the Bidding Document. 4. Only eligible bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: • At least a PCAB License Category “AA”, Size Range “Medium B” Contractor • Has an Average Annual Construction Turnover (AACT) of at least PHP178 million in years 2017, 2018, 2019, 2022 and 2023 • Has completed within the last five (5) years o At least one (1) building construction contract valued at more than PHP107 million, or o At least two (2) building construction contracts valued at more than PHP53.50 million each • Minimum experience in: o Designing a building or facility of at least two (2) storeys, with a minimum floor area of 2,000 sq.m. o Constructing, testing and commissioning of a building or facility with a minimum floor area of 2,000 sq.m. • Holds an ISO 9001 or ISO 14001 certification, or equivalent The qualification criteria are more completely described in the Bidding Document. 5.
