Caysio, Santa Maria, Bulacan 1. The Santa Maria Water District, through the Corporate Budget for the year 2024 intends to apply the sum of Four Million One Hundred Ninety-One Thousand Nine Hundred Pesos (P4,191,900.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Drilling of One Exploratory Well in Glenwoods North, Brgy. Caysio, Santa Maria, Bulacan with Identification No. PB2024-SMWD-I-06-010 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Santa Maria Water District now invites interested contractors having PCAB License to bid for the above Procurement Project. Completion of the Works is required to be completed in sixty (60) calendar days from receipt of Permit to Drill from National Water Resources Board (NWRB). Bidders should have completed a contract similar to the Project within five (5) years from the date of submission and receipt of bids which is at least fifty (50%) percent of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Santa Maria Water District Bids and Awards Committee Secretariat and may view and inspect the bidding documents in Philgeps and SMWD’s website at www.smwdbulacan.gov.ph. 5. A complete set of Bidding Documents may be acquired by interested bidders on June 7 to July 2, 2024 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (P5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees prior or until submission of the bid documents. 6. The Santa Maria Water District will hold a Pre-Bid Conference on June 20, 2024 at 10:00 AM face to face which shall be open to all prospective bidders. The address for pre-bid conference is: 2nd floor – Office of the Department Manager, SMWD Bldg. No. 302 J.P. Rizal St., Poblacion, Santa Maria, Bulacan 7. Bids must be duly received by the BAC Secretariat through manual submission, LBC or any Freight Service at the office address indicated below on or before12:00 PM on July 02, 2024. The official time is the one reflected in the biometrics located near the guard’s place. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on July 02, 2024 at 1:00 PM at the given address. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Santa Maria Water District reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
