All particulars relative to eligibility check and screening, bid security, performance security, pre-bidding conference/s, evaluation of bids, post qualification and award of contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR). Interested bidders may submit their Letter of Intent (LOI) from October 25, 2024 to November 25, 2024 before 10:00AM at the BAC Office thru this email: rtu_bac@rtu.edu.ph. Furthermore, the LOI should state the name of the company and the name of its authorized representative who will join the pre-bidding conference on November 11, 2024 at 2:00PM. The last day of submission as well as the opening of bids will be on November 25, 2024 at 10:00AM. All bids must be submitted before the prescribed time. All queries regarding the project should be addressed to the BAC in the abovementioned email address. Bid Documents will be available online but only those who paid the non-refundable amount of Php 5,000.00 bid documents fee at the RTU Cashier can join the bidding. RTU reserves the right to accept or reject any bid, to declare the bidding a failure, not to award the contract, to annul the bidding process and to reject all bids prior to contract award without thereby incurring any liability to the affected bidders. Furthermore, RTU reserves the right to waive any minor defects of formality and to accept the proposal most advantageous to RTU. SCOPE OF WORKS 1. Under these specifications, together with plans, the contractor shall supply all labor, supervision, equipment, and materials for the Supply, Delivery, Installation, and Commissioning of one (1) unit brand -new passenger elevator with brand- new and appropriate materials for the completion of the Project at Dr. Lydia M. Profeta (DLMP) Building, Rizal Technological University, Boni Avenue, Mandaluyong City 1550. 2. The Contractor shall install electric sub-meters before the start of work and shall be witnessed and approved by the concerned BFMU authorized representatives. 3. The Contractor shall provide adequate signage and safety precautions in the entire proximity of the Project site. 4. The Contractor shall ensure the safety of its worker by checking all electrical supplies for the elevator in the Electrical room, ample lighting, ventilation inside the elevator shaft, safety harness, and other PPEs required during the installation of elevator. 5. The Contractor shall photograph all works that will be done in the Project including the existing elevator to be replaced before the dismantling. 6. The Contractor shall dismantle, package, and properly store the existing elevator unit and parts in the designated space allocated by BFMU within the RTU campus. 7. Chipping of concrete for the elevator motor access and replacing elevator doors and buttons shall only be done after office hours, weekends, or holidays. 8. The Contract shall supply, deliver, and install the sump pump. 9. Painting of steel beams shall be done before the installation of the Permanent magnet (PM) motor. 10. The Contractor’s Project Engineer and RTU’s authorized representative must be present during the Installation of the Elevator PM motor and Car and an Electrical Engineer during the installation of wiring and connection to the power supply. 11. The Contractor shall restore all affected areas to their original condition during the installation and commissioning of the elevator unit. 12. The Contractor must inform and coordinate with the BFMU one (1) week before the testing and commissioning of the elevator unit. 13. The Contractor must submit the soft and hard copy of the before and after installation photograph of the elevator unit to BFMU upon completion of installation and commissioning of the elevator unit. 14. The Contractor must submit to the BFMU the soft, signed and sealed hard copies of the Hoist Way, Machine Room, Elevation, and Electrical as-built plans of the elevator unit before acceptance of the installation and commissioning of the elevator unit. 15. The Contractor must submit a certification stating that the manufacturer of elevator unit to be supplied is ISO 9001: Quality Management Systems certified. 16. The elevator manufacturer must have at least one (1) authorized service center in the Metro Manial area for at least three (3) years. 17. Notarized, Signed, and Sealed Certification of Structural Stability of the elevator shaft and support beams/slab shall be provided by the Contractor/Supplier. 18. Contractor/Supplier shall provide a Permit to Operate or a Certificate of Operation for the elevator equipment. 19. Contractor/Supplier shall provide the Operation and Maintenance Manual. 20.
