Invitation to Bid Republic of the Philippines PROVINCE OF CAGAYAN Tuguegarao City PROVINCIAL BIDS AND AWARDS COMMITTEE GOODS AND SERVICES INVITATION TO BID FOR Supply and Delivery of Office Supplies 1. The Provincial Government of Cagayan, through the Annual Budget Appropriations intends to apply the sum of P 695,760.00being the ABC to payments under the contract for Supply and Delivery of Office Supplies [Goods 080-2024]. Bids received in excess of the ABC shall be automatically rejected at the bid opening. 2. The Provincial Government of Cagayan- Bids and Awards Committee now invites bids for the above Procurement Project. Delivery of the Goods is required by 30¬¬¬ days. Bidders should have completed, within the last five years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184. 4. Prospective Bidders may obtain further information from Bids and Awards Committee - Goods and Services (BAC-GS) of the Provincial Government of Cagayan and inspect the Bidding Documents at the address given below during Mondays to Fridays from 8:00 A.M. to 5:00 P.M. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 7-29, 2024 from the given address and website below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P1,000.00. The Procuring Entity shall allow the bidder to present its proof of payment of the fees in person. 6. The Provincial Government of Cagayan- Bids and Awards Committee (Goods and Services) will hold a Pre-Bid Conference on October 14, 2024, 10:30 a.m. at BAC Conference Room, 2nd Floor GSO Building, Capitol Compound, Capitol Hills, Tuguegarao City, Cagayan which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before October 29, 2024, 7:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9.
