The Barangay Government of San Luis, Antipolo City, through the Descretionary Fund – intends to apply the sum of Two Hundred Five Thousand Pesos Only (Php 205,000.00) being the Approved Budget Contract (ABC) to payments under the Contract 2024-10-032 for the Grocery Items. Bids received in excess of the ABC shall automatically reject at Bid Opening. 2. The Barangay Government of San Luis, Antipolo City now invites bids for procurement of Grocery Items. Delivery of Goods shall be within 7 days after the Contract Award. Bidders should have completed, within two (2) years from the date of submission and receipts of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instruction to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act. Bidding is restricted to Filipino Citizens/Sole proprietorship, partnership, or organization with at least Sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines and to citizens of organization of a country the laws or regulations of which grant similar rights or privileges to Filipino Citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. 4. Interested bidders may obtain further information from the Barangay Government of San Luis, Antipolo City and the complete set of Bidding Documents may be purchased by interested bidders on October 10, 2024 to October 18, 2024 Mondays to Fridays (except Saturdays and Sundays), 8:00 A.M. – 5:00 P.M. from Sitio Pinagminahan, Barangay San Luis, Antipolo City and upon payment of non-refundable fee for the Bidding Documents in the amount of One Thousand Pesos Only (Php 1,000.00). It may also be downloaded free of charges from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity. Provided that Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids. 5. Bids for the Grocery Items must be delivered to Sitio Pinagminahan, Barangay San Luis, Antipolo City. October 18, 2024 at 9:00 AM. All bids must be accompanied by a bid security in the form of Cash or Managers Check (2% of ABC) or Surety Bond (5% of ABC) 6. The Barangay Government of San Luis, Antipolo City, reserves the right to accept or reject to annul the Bidding process and to reject all bids and may not award the contract without incurring liability and make no assurance that ca contract shall be entered into as a result of the bidding when the funds of the program/project/activity has been withheld or reduced thought no fault of Barangay Government of San Luis at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
