The NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) Regional Office XII, through the FY 2025 National Expenditure Program (NEP) intends to apply the sum of Three Million, Two Hundred Eighty-Six Thousand Pesos (PHP 3,286,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery, and Installation of CY 2025 NEDA XII ICT Resources as follows. LOT NO. ITEM ABC Lot 1 Acquisition and Installation of PABX System Project PHP 1,500,000.00 Lot 2 Upgrading and Installation of Dahua IP Surveillance System (Phase II) PHP 641,000.00 Lot 3 ICT Equipment and Systems Development and Maintenance PHP 950,000.00 Lot 4 Digital Camera with 24-55mm Lens Kit and Geo-tagging PHP 195,000.00 Bids received in excess of the ABC per lot shall be automatically rejected at bid opening. 2. The NEDA Regional Office XII now invites bids for the above Procurement Project. May we also direct you to Section VI - Schedule of Requirements for the Delivery of the Goods for every Lot per Item. Bidders should have completed within TWO (2) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act.” a. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective bidders may obtain further information from NEDA XII and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM, Monday to Friday, except during non-working days or holidays. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 02, 2024, from the address below and upon payment of a non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of One Thousand Pesos (PHP 1,000.00) for each of Lots 1, 2, and 3, and Five Hundred Pesos (PHP 500.00) for Lot 4. 6. It may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) website and the Procuring Entity website at http://nro12.neda.gov.ph provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. 7. The NEDA XII will hold a Pre-Bid Conference on October 10, 2024, at 02:00 PM at the NEDA Regional Office XII Building, Prime Regional Government Center, Brgy. Carpenter Hill, Koronadal City, South Cotabato which shall be open to prospective bidders. 8. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below or by email to nro12.bac@gmail.com on or before October 22, 2024, at 12:00 NN. Late bids shall not be accepted. 9. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 10. Bid opening shall be on October 22, 2024, at 03:00 PM at the NEDA Regional Office XII Building, Prime Regional Government Center, Brgy. Carpenter Hill, Koronadal City, South Cotabato. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity provided that they are fully vaccinated. 11. The National Economic and Development Authority Regional Office XII reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
