The Aurora Pacific Economic Zone and Freeport Authority (APECO), through the Corporate Budget 2024 intends to apply the sum of SIXTY NINE MILLION EIGHT HUNDRED SIXTY FIVE THOUSAND TWO HUNDRED SIXTY NINE PESOS and 61/100 (Php 69,865,269.61) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION OF APECO UNDERGROUND POWER DISTRIBUTION LINE PHASE 2, with Project Identification No.-APECO- Infra-C-2024-09. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Aurora Pacific Economic Zone and Freeport Authority (APECO) now invites bids for the above Procurement Project. Completion of the Works is required within 330 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Aurora Pacific Economic Zone and Freeport Authority (APECO) and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 21, 2024 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of FIFTY THOUSAND PESOS (P50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids. 6. The Aurora Pacific Economic Zone and Freeport Authority (APECO) will hold a Pre- Bid Conference on October 30, 2024 at 10:00 A.M., at the Main Office, 01 Corporate Campus, Sitio Motiong, Brgy. Esteves, Casiguran, Aurora, which shall be open to all interested parties. Video teleconferencing link will be provided. 7. Bids must be delivered with scanned/electronic copy in PDF format in two compressed folders inside password-protected ZIP file format (1st ZIP folder - Legal and Technical Requirements and 2nd ZIP folder Financial Requirements) saved in a flash drive to the above-mentioned address on or before the Deadline for Submission of Bids. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16, as follows:  The amount of not less than PhP 1,397,305.39 [ (2%) of ABC], if bid security is in cash, cashier’s/manager’s check, bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank;  The amount of not less than PhP 3,493,263.48 [ (5%) of ABC] if bid security is in Surety Bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security.  Any combination of the foregoing; OR  Bid Securing Declaration (notarized) Pursuant to GPPB Resolution No. 3-2012 8.
