The Barangay Government of Labuan, through the SUPPLEMENTAL Budget 2024 intend to apply the sum SIX HUNDRED THOUSAND PESOS ONLY (PHP 600,000.00)being the Approved Budget for the Contract (ABC) to payments under the 1 LOT- CCTV AT BARANGAY LABUAN, ZAMBOANGA CITY. Bids received in excess of the ABC shall be automatically rejected at Bid opening. 2. The Barangay Government of Labuan now invites Bids from eligible Bidders for 1 LOT- CCTV AT BARANGAY LABUAN, ZAMBOANGA CITY. Delivery of the GOODS is required for Fifteen days (15) calendar days. The description of an eligible Bidder is contained in Section II of the Bidding Documents. ITB. Bidders must possess a certification from City Government BAC office for good standing. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the law or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure. 4. Interested Bidders may obtain further information from Barangay Government of Labuan– Procurement, Acquisition and Award Divisionand inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm starting October 23-30, 2024. 5. Bidder must be Qualified by the following :  Installer must be Certified Solar Streetlight installer and Safety Officer BOSH and COSH and with AMO Passer  Sole Distributor Of The Solar Streetlight Installation with attached Authorized Dealer/Distributor  Bidder must be Local Contractor only  Must Equal to design Spec ( See Attached Picture) with 1 years warranty  Business/mayor permit of the contractor must be line of business on solar installation and dealer solar  Must Have Experience equal to the amount of bid to other barangay only  With good standing from other barangay with Solar Streetlight Installation experience 6. Interested Bidder must submit their Bids at the address below on or before October 30 , 2024 at 10:00AM. All bids must be accompanied by a bid security in the form of cash, cashier’s/manager’s check, bank draft/guarantee confirmed by a Universal/Commercial Bank, Irrevocable Letter of Credit issued by a Universal/Commercial bank or from other bank certified by the Bangko Sentral ng Pilipinas as authorized to issue such financial instrument, provided however that it shall be confirmed or authenticated by a Universal/Commercial bank if issued by a foreign of the acceptable forms bank in the amount of P 80,000.00 or surety bond callable upon demand issued such security in the amount of P 32,000.00 or any combination of the foregoing in the amount proportionate to share of form with respect to total amount of security. The bid Security shall be denominated in Philippines Pesos and posted in favor of the Procuring Entity. Late bids shall not be accepted. Bid opening shall be on October 30, 2024 at 10: 00 AM in the Labuan Barangay Session Hall, Z.C. The Barangay Government of Labuan reserves the right to accept or reject any Bid, to annull the biding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
