Domingo, Milaor, Camarines Sur Scope of Work: Purchase and Installation of Flood Warning Device Approved Budget for the Contract: PhP 280,000.00 Contract Duration: 60 C.D. Source of Fund: LDRRM Fund 2024 Tender Documents: PHP 500.00 The BAC is conducting the public bidding for this Contract in accordance with Republic Act No. 9184 and its Implementing Rules and Regulations (IRR). To be eligible to bid for this contract, a contractor must meet the following major requirements: (a) Filipino Citizen or 60% Filipino-owned partnership/ corporation with DTI Business Name Regitration in the case of single propeirtorship; SEC Registration Certificate in the case of Partnership or Corporation; CDA Certificate in the case of Cooperatives; Valid current Mayor's Permit or Municipal Permit; BIR Registration Certificate which contains the Taxpayer Registration Number; (b) Statement of the prospective bidder that it is not “blacklisted” or barred from bidding by the government or any of its agencies, offices, corporations or LGUs, and that it is not included in the Consolidated Blacklisting Report issued by the GPPB, once released in accordance with the guidelines to be issued by the GPPB as provided in Section 69.4 of the IRR-A; (c) Net Financial COntracting Capacity (NFCC) at least equal to the ABC. Mandatory use of the PhilGEPS Certificate of Registration and Membership under Platinum Category is required; (d) Tax Clearance Certificate issued by the BIR Main Office and Income or Business Tax Returns filed through the EFPS (E.O. 398, s. 2005), if applicable. The LGU of Milaor will use non-discretionary "pass/fail" criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification and award. "If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor's fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastracture contract subject of the Bid". Receipt by the BAC of Bids Up to 08:30 am of October 21, 2024 BAC office, Engineering Office, LGU Milaor Bidders shall pay the BAC amount stated above for the Bidding Documents. Bidders that downloaded the documents from the DPWH/ PhilGEPS website shall pay not later than the submission of their bids. Late bids shall not be accepted. In order to afford sufficient time to update contractor's record in the CWA, all contractors are directed to submit to the LGU of Milaor Application, their Class "A" documents and Financial Statement, at least seven (7) calendar days, as well as their Technical Documents (completed and on-going projects) at least fifteen (10) calendar days, respectively, before the deadline for the submission or opening of bids. Prospective bidders shall present their ORIGINAL OFFICIAL RECEIPT OF PAYMENT for the Bidding Documents (project specific) to the BAC Secretariat of this office before deadline stated above for inclusion in the list of contractors for eligibility processing. The Owner or Authorized Representative/s is required to present two (2) valid government issued Identification Cards with photo and signature, for identity purposes. All Bids must be accompanied by a Bid Security in any of the acceptable forms with the following schedule: Form of Bid Security Minimum amount in % ABC 1. Cash or cashier's/ manager's check issued by a Universal or Commercial Bank. 2% of ABC 2. Bank draft/ guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank: Provided, however, that it shall be confirmed or authenticated by a Universal or Commercial Bank, if issued by a foreign bank. 3. Surety Bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security. 5% of ABC 4. Bid securing Declaration that is an undertaking which states, among others, that the bidder shall enter into contract with the procuring entity and furnish the required performance security within ten (10) calendar days, or less, as indicated in the Bidding Documents, from receipt of the Notice of Award and committing to pay the corresponding fine and be suspended for a period of time from being qualified to participate in any government procurement activity in the event it violates any of the conditions stated therein as required in the guidelines issued by the GPPB. The LGU-Milaor reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract Award, without incurring any liability to the affected bidders, in accordance with provisions of Section 41 of RA 9184 and its IRR.
