The Philippine High School for the Arts (PHSA), through the General Appropriations Act of 2025 intends to apply the sum of Seven Million Eight Hundred Nine Thousand Pesos (PhP7,809,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Provision of Janitorial Services at PHSA for the Year 2025 with IB NO. PHSABAC-PB-2024-10-002. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The PHSA now invites bids for the above Procurement Project. Delivery of the Goods – Support Services is required for the period 02 January 2025 to 31 December 2025. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. Prospective bidders may obtain further information from PHSA-BAC Secretariat Office and inspect the Bidding Documents at the address given below during weekdays, Monday to Friday at 8:00a.m. to 4:00 p.m. only. 5. A complete set of Bidding Documents may be acquired by interested Bidders on 16 October 2024 to 05 November 2024 from the given address and website below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Eight Thousand Pesos (PhP8,000.00). Payment will be made directly at PHSA Cashier’s Office from Monday to Thursday, 8:00 a.m. to 3:00 p.m. only. Proof of payment must be presented upon acquiring a complete set of bidding documents at the BAC Secretariat Office. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PHSA, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The PHSA will hold a Pre-Bid Conference on 24 October, 2024 (Thursday), 9:00 a.m. at PHSA Audio Visual Room, National Arts Center, Mt. Makiling, Los Baños, Laguna, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 09:00 a.m. of 05 November 2024 (Tuesday). Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 05 November 2024 (Tuesday), 09:00 a.m. at PHSA Audio Visual Room, National Arts Center, Mt. Makiling, Los Baños, Laguna. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The PHSA shall proceed with the conduct of Early Procurement Activities (EPA) to facilitate the immediate implementation of the procurement of this Project, pursuant to Section 7.6 and Appendix 31 (Guidelines on the Implementation of Early Procurement Activities) of the 2016 Revised IRR of RA 9184 and Section 21 of the General Provisions of the FY2025 National Expenditure Program (NEP). 11. The PHSA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
