The 4ID, Philippine Army, through the Philippine Army Appropriations CY 2024 with ASA No. 0400-2024-2022 dated 03 September 2024 and ASA No.0400-2024-2037 dated 04 September 2024 both valid until 31 December 2024, intends to apply the sum of Ten Million Eight Hundred Twenty-Eight Thousand Three Hundred Pesos (Php10, 828,300.00) being the ABC to payments under the contract for the Procurement of Amenities of 4SSBn and 10FSSU Warehouse under 4ID SBAC-05-24. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Philippine Army now invites bids for the above Procurement Project. Delivery of the Goods is required within Sixty (60) calendar days from the receipt of Notice to Proceed (NTP) by the supplier, which date shall not be later than seven (7) days from the issuance of NTP. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184. 4. Prospective Bidders may obtain further information from the 104th Contracting Office, AFPPS and inspect the Bidding Documents at the address given below office hours (8:00AM to 4:00PM) on weekdays only. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 16, 2024 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Twenty Five Thousand Pesos (Php25,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means. 6. The 4ID, Philippine Army through 4ID SBAC will hold a Pre-Bid Conference on the time and date as specified below at the 4ID Conference Room, Camp Edilberto Evangelista, Patag, Cagayan De Oro City and/or through video conferencing or webcasting via Zoom, which shall be opened to prospective bidders. Zoom link will be provided one hour before the start of the PRE-BID Conference. 7. Bids must be duly received by the 4ID SBAC Secretariat through manual submission at the office address indicated below, on or before the date of submission. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on the date as specified below and at the given address below and/or through video conferencing or webcasting.
