Work-Plan • Before formalizing the agreement with DOST- PAGASA, the expert will prepare and submit a detailed workplan and initial feedback from the results of the baseline gap assessment study. This document will be shared with PAGASA-NPMO and LANDBANK for their review and approval. 2. Short Presentation • Following the report assessment, the gap assessment expert will create a concise presentation summarizing the preliminary findings and results. This presentation will facilitate discussions with PAGASA-NPMO, LANDBANK, and other relevant stakeholders to address any misinterpretations or gaps. 3. Draft Inception Report • Building upon the debrief and initial feedback, the expert will develop a comprehensive draft inception report. This report shall include tentative conclusions and recommendations based on the assessment. It must also incorporate both raw and cleaned datasets, along with all do-files used for data pre-processing and analysis. The draft will undergo evaluation by PAGASA-NPMO, LANDBANK, and relevant stakeholders. 4. MHIBFEWS Project Inception Report • Once feedback is provided, the gap assessment expert will prepare the final inception report of the project. The report should also include the following documents required by the GCF: 1. Identified barriers/updated challenges in the Project's Theory of Change (ToC). 2. Updated and revised the Project's Logical Framework. The report must adhere to the prescribed format by the GCF. 5. PowerPoint Presentation and two-page baseline brief •The gap assessment expert will also prepare a PowerPoint presentation and a two-page baseline Brief to facilitate sharing of key findings, conclusions, and recommendations of the inception report. The Brief will include project information; baseline background (baseline purpose, baseline team, baseline timeframe, methodology); results, key findings and/or Conclusions, and key recommendations. Qualifications: 1. At least a master's degree in Meteorology, Urban Planning, Disaster Risk Reduction, or any Course related to Natural Sciences, Climate Change Adaptation, or Project Management. An advanced degree/certificate is an advantage and a background in Impact-based Forecasting is highly regarded 2. With at least ten (10) years of experience in the field of climate/disaster risk reduction. 3. Sound knowledge of meteorological hazards, risk assessment, climate and disaster risk management, and forecast-based financing (FbF). 4. Experience with government institutions, including work and research and development, activities, in multi-stakeholder projects or programs, coordination, and management of international and national meetings/workshops. 5. With a track record in the area of project/program implementation (esp. GCF, GEF, UNDP, World bank, and ADB-funded projects) 6. Ability to work well in multidisciplinary teams and manage complex tasks. 7. Good understanding of gender equality, and environmental sustainability concepts; 8. Excellent knowledge of English with communication skills in local languages. 9. Familiarity and prior experience with the GCF requirements and procedures are considered an asset. Contract duration: 3 months regarded.
