The NIA Zambales Irrigation Management Office, through the General Appropriations Act (REPAIR NIS) of CY 2025 intends to apply the sum of Thirty Seven Million Seven Hundred Fifty Three Thousand One Hundred Thirty One and 10/100 Pesos Only (Php 37,753,131.10) being the Approved Budget for the Contract (ABC) to payments under the contract Improvement of Canal System of STRIS (Pottot-na-Bato) and Improvement of Dam Facilities and Canal System STRIS (Bautista) located in San Antonio, Zambales with ITB No. NIA-ZAM-2025-06-STRIS (SAN ANTONIO). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The NIA Zambales IMO now invites bids for the above Procurement Project. Completion of the Works requires One Hundered Fifty (150) Calendar Days. Bidders should have completed a contract similar to the Project to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from NIA Zambales IMO BAC and inspect the Bidding Documents at the address given below from Monday to Friday, except holiday. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 24 – November 13, 2024, Monday to Friday, except holidays and November 14, 2024 from 8:00 a.m. to 8:30 a.m. from NIA Zambales IMO and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (P 25,000.00). 6. The NIA Zambales IMO will hold a Pre-Bid Conference on October 30, 2024 9:00 a.m. at NIA Zambales IMO Conference Room, Brgy. Carael, Botolan, Zambales. 7. Bids must be duly received by the BAC Secretariat through manual submission and addressed to the BAC Chairperson of the Procuring Entity at NIA Zambales IMO Conference Room, Brgy. Carael, Botolan, Zambales on or before 8:30 a.m. (PST) of November 14, 2024. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. 9. Bid opening shall be on 1:00 pm (PST) of November 14, 2024 at NIA Zambales IMO Conference Room, Brgy. Carael, Botolan, Zambales. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. Bidders must secure Site Inspection Certificate from Engineering Section of NIA Zambales IMO as a technical requirement for Eligibility and Technical Document (Envelop A). Non-compliance will be a ground for disqualification.   11. The NIA Zambales IMO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
