The Bureau of Agricultural and Fisheries Engineering (BAFE) through the FY 2024 FUNDS intends to apply the sum of Five Hundred Fourteen Thousand Ninety Pesos (PhP 514,090.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery, and Installation of Various Consolidated ICT Requirements of BAFE for CY 2024 (2nd Posting) under IB No. 013-24 details as follows: Lot No. Description ABC (PhP) 1 Supply and Delivery of Various ICT Office Supplies for the Bureau of Agricultural and Fisheries Engineering (BAFE) 314,590.00 2 Supply and Delivery of Maintenance Box for Various Semi-Expendable ICT Equipment of BAFE 14,500.00 3 Supply, Delivery, and Installation of Various ICT Software Subscriptions for BAFE (SMS API) 65,000.00 4 Supply, Delivery, and Installation of Various ICT Software Subscriptions for BAFE (Secure Socket Layer) 45,000.00 5 Supply, Delivery, and Installation of Office Productivity Tool (Perpetual) for BAFE 75,000.00 G r a n d T o t a l 514,090.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The BAFE now invites bids for the Supply, Delivery, and Installation of Various Consolidated ICT Requirements of BAFE for CY 2024 (2nd posting) completes the delivery and installation for LOT 1 – within Sixty (60) Calendar Days upon receipt of the Notice to Proceed, LOT 2 – within Sixty (60) Calendar Day from the receipt/conforme of Notice to Proceed, LOT 3 & 4 – within One Hundred Twenty (120) Calendar Days from the receipt/conforme of Notice to Proceed, LOT 5 – within One Hundred Twenty (120) Calendar Days from the receipt/conforme of Notice to Proceed. Bidders should have completed, within two (2) years prior to the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/ sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183. 4. Prospective Bidders may obtain further information from BAFE-BAC Secretariat, BAFE Office, and inspect the Bidding Documents at the address given below from 8:00 AM – 5:00 PM, Monday to Friday, before the opening of bids scheduled on November 4, 2024, 01:00 PM PST. 5. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) and the website of the Procuring Entity (bafe.da.gov.ph), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. 6. The BAFE-BAC will hold a Pre-Bid Conference on October 23, 2024, 01:00 PM PST at the BAFE Conference Room, BAFE Office, Sugar Center, Annex II Building Extension, North Avenue, Diliman, Quezon City and/or via Google Meet which shall be open to prospective bidders. For interested bidders, kindly signify intent of joining the conference by sending an email at bafe.procurement@gmail.com until October 23, 2024 at 10:00 AM PST. 7. Bids must be duly received by the Bids and Awards Committee (BAC) - Secretariat through manual submission at the office address indicated below, on or before November 4, 2024, 12:00 NN PST. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 4, 2024, 01:00 PM PST at the BAFE Conference Room, BAFE Office, Sugar Center, Annex II Building Extension, North Avenue, Diliman, Quezon City and/or via Google Meet. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity, physically or virtually. 10. Bidders shall bear all costs with the preparation and submission of their bids, and the BAFE-BAC will in no case, be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process. Bidders should note that the BAFE-BAC will accept bids only from those that have paid the applicable fee for the Bidding Documents. The BAFE-BAC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. In accordance with Government Procurement Policy Board (GPPB) Circular 06-2005 - Tie-Breaking Method, the Bids and Awards Committee (BAC) shall use a non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS,” in the event that two (2) or more bidders have been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final bidder having the LCRB, based on the following procedures: a) To decide the order of picking a box to determine the final bidder, the BAC shall draw lots among the names of the bidders. b) The lucky bidder who would pick the box with a “CONGRATULATIONS!” remark shall be declared as the final bidder having the LCRB and recommended for award of the contract. 11. The BAFE-BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
