TUTORING SESSIONS WITH NANAY-TATAY SESSIONS THROUGH FRAMEWORK AGREEMENT CY 2025 ⎯ IB No. GOP/24-DSWD-139 ⎯ (PR No. 2024091290) 1. The Department of Social Welfare and Development (DSWD), using a single-year Framework Agreement, through the KALAHI Kapangyarihan at Kaunlaran sa Barangay – Tara, Basa! CY 2025, intends to apply the sum of Twenty-Nine Million Four Hundred Thousand Pesos (PhP29,400,000.00), being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Kits for Learners for the 20-Day Tara, Basa! Tutoring Sessions with Nanay-Tatay Sessions through Framework Agreement CY 2025. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DSWD now invites bids for the above procurement project. Delivery of the Goods shall be in accordance with Section VI. Schedule of Requirement after issuance of a Call-Off or any date determined by the Procuring Entity (PE). Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from DSWD Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 a.m. to 5:00 p.m. 5. A complete set of Bidding Documents may be acquired by interested Bidders on 14 October 2024 to 04 November 2024 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, in the amount of Fifteen Thousand Pesos (PhP15,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means. 6. The DSWD will hold a Pre-Bid Conference on 21 October 2024, 1:50 p.m. at the Bids and Awards Committee Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 04 November 2024, 09:00 a.m. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 04 November 2024, 9:30 AM at the Bids and Awards Committee Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, or subject to further confirmation from the BAC Secretariat. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. To facilitate the immediate implementation of the procurement of this project, the DSWD shall proceed with the conduct of Early Procurement Activities (EPA), pursuant to Section 7.6 and Appendix 31 [Guidelines on the Implementation of Early Procurement Activity] of the 2016 Revised IRR of R.A. 9184, Section 21 of the General Provisions of the FY 2025 National Expenditure Program (NEP) and Government Procurement Policy Board (GPPB) Resolution No. 14-2019 dated 17 July 2019. 11. The DSWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
