The ‘Amang’ Rodriguez Memorial Medical Center (ARMMC), through the General Appropriations Act (GAA) CY 2024 intends to apply the sum of One Hundred Million Pesos (Php 100,000,000.00) being the Approved Budget for the Contract (ABC) to payments for the proposed project: Construction and Completion of Eight Storey Multi-Specialty Center Building Phase IV with IB No. PB Infra 2024-06. Bids received in excess of the ABC shall be automatically rejected during the bid opening. 2. The ‘A’RMMC now invites bids for the proposed project: Construction and Completion of Eight Storey Multi-Specialty Center Building Phase IV. Completion of the Works is required within Two Hunred Ten (210) calendar days. Bidders should have completed within five (5) years from the date of submission and receipt of bids a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders. For this particular project, Bidders shall have at least a valid PCAB License size range Triple AAA. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” 4. Interested bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below during office hours. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 21, 2024 from the address below and upon payment of non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (PhP50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity. 6. The ARMMC Bids and Awards Committee (BAC) on Infrastructure will hold a Virtual Pre-Bid Conference on October 31, 2024, 10:00 am which shall be open to all interested parties. At most, two (2) authorized representatives per company shall be allowed to attend. Link will be sent thru email upon submission at the procurement@armmc.doh.gov.ph of a letter of intent to join the video conference not later than twenty-four (24) hours before the scheduled time. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on November 14, 2024 from 8:00 am to 4:00 pm at the BAC Office, G/F, Main Hospital Ward Building. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. 9. Bid Opening shall be on November 15, 2024, 10:00 am through Face to Face at the BAC Office, G/F, Main Hospital Ward Building. Bids will be opened in the presence of the bidders' representatives who choose to attend the activity. Link will be sent thru email upon submission at the procurement@armmc.doh.gov.ph of proper identification (ID), email address, contact number and an authorization letter from the Company that is being represented one day prior to the scheduled bid opening. 10. Only Eligible Bidders may secure the bid documents upon presentation of the Original Copy of Valid PCAB License size range Triple AAA. 11. The ARMMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA 9184, without thereby incurring any liability to the affected Bidder or Bidders. 12.
