The delivery period shall be One Hundred Ninety (190) calendar days, upon receipt of Notice to Proceed. PNOC EC now invites qualified bidders to submit proposals for the Project, with the attached Terms of Reference (TOR). Financial proposals received in excess of the ABC shall be automatically rejected at the bid opening. Current and valid PhilGEPS Registration (Platinum Membership) including the conformed Terms of Reference, and Financial Bid Proposal (Annex D) shall be submitted via email to cgguevarra@pnocec.com.ph / esespiritu@pnoc-ec.com.ph, e-bids@pnoc-ec.com.ph on or before July 10, 2024, not later than 3:00 P.M. Late submission shall not be accepted. Further, bidders are also required to submit copies of the following technical documents within seven (7) calendar days after the bid submission date: • Statement of the prospective bidder’s of all its completed government and private contracts for the past five (5) years which is similar in nature (drilling services in the oil and gas industry) and complexity to the contract to be bid. A copy of the Certificate of Completion/Acceptance, from past clients or copy of Official Receipt(s) issued to the previous clients showing the payment made for the service rendered, should be attached (Form ER-1); • Summary of On-going Contracts (Form ER-2) - may contain similar or not in nature and complexity of the project; • Summary of Contracts Awarded But Not Yet Started, if any (Form ER-3) - may contain similar or not in nature and complexity of the project; Audited Financial Statement (AFS), showing, among others, the prospective bidder’s total and current assets and liabilities, and including Auditor’s opinion, and Note to Financial Statements, if any, stamped “received” by the BIR or its duly accredited and authorized institutions, for the preceding calendar year which should not be earlier than two (2) years from the date of bid submission • Bidder’s Company profile including years of technical experience as qualified drilling contractor or a registered Land Drilling Rig provider (in IADC); • Proof of Satisfactory HSSE Performance based on the bidder’s listed projects in the Summary of Completed Contracts (Form ER-1); • Project understanding related to the work and drilling rig services proposal which includes the following but not limited to: 1) Materials; 2) Equipment and tools; 3) Accessories; 4) Personnel requirements; 5) Work procedures, and 6) Cost of Services; • The bidder must submit American Petroleum Institute (API) RP 4G and 7k certificates or equivalent to prove that the drilling rig equipment, tools, and accessories meet applicable oil and gas standards; • Detailed specifications of the drilling rig including third-party inspection certificates conducted within the past five (5) years; • The Bidder must submit major rig equipment maintenance records from the past three (3) years, the rig layout, and the bidder's safety performance record; • Bidder’s personnel qualifications including original and signed curricula vitae (CV) of all key personnel who will be assigned to the PROJECT (refer to Annex “C”) who will be assigned to the PROJECT; • Copy of valid IADC or IWCF Well Control Certificates of Assistant Drillers, Drillers, Toolpushers and Rig Superintendent; • Conformed Terms of Reference; • Accomplished Financial Bid Form proposal (Annex D); and • Other appropriate licenses and permits as required by law or as stated in the TOR PNOC EC reserves the right to accept or reject any proposal, to annul the bidding process, and to reject any and all proposals at any time, without thereby incurring any liability to the affected bidders.
