RATIONALE COMMUNITY GUIDING SEMINAR This program seeks to involve the community in the efforts of promoting and developing our community-based tourism to create opportunities and generate jobs and provide quality service to the tourists. TOURIST RECEPTION & TOUR GUIDING TECHNIQUES/ TOURIST AWARENESS AND TOURIST RECEPTION SEMINAR This program is designed with the end view of developing/improving the performance of front liners in rendering first-rate professional service in the tourism industry. BARANGAY TANOD SA TURISMO TRAINING PROGRAM This program aims to enhance and support the involvement of the private sector and community organizations in developing tourism initiatives and improving security in tourist destinations. COMMUNITY BASED KULINARYA WORKSHOP The Workshop is envisioned to train community members who will prepare food for the visitors in a hygienic yet presentable manner. II. OBJECTIVES COMMUNITY GUIDING SEMINAR  To equip the participants with the knowledge and ability to assist, facilitate, entertain, and guide the tourists and visitors who will visit city/ municipality; and  To provide livelihood opportunities and enhance resource capability for tourism TOURIST RECEPTION & TOUR GUIDING TECHNIQUES/ TOURIST AWARENESS AND TOURIST RECEPTION SEMINAR  To instill in the participants the importance of the role of tourist receptionists;  To provide information on the basic procedures in receiving guests, basic check-in and check-out procedures; and  To professionalize the provision of basic guiding services to tourists BARANGAY TANOD SA TURISMO TRAINING PROGRAM  To forge a strong and enduring partnership with the DILG, LGUs and Barangays in ensuring the safety and security of tourists in various destinations.  To familiarize Barangay Tanod on Philippine Tourism and its impacts on local government units and communities.  To train Barangay Tanod in ensuring the safety and security of tourists in their locality.  To make Barangay Tanod as force multiplier to our TOPCOP COMMUNITY BASED KULINARYA WORKSHO  To train community members to professionally prepare and handle food for tourists  To contribute to capability-building initiatives and spread the benefits of tourism to the grassroots level  To showcase Filipino cuisine and local dishes  To Identify cooks that can be tapped for catering during events  To learn the basic Food handling techniques  To learn how to prepare and properly present dishes for tourists  To learn how to manage/ conduct business regarding food catering III. PROJECT DURATION The project will commence upon the signing of the Service Contract between the Department of Tourism-Regional Office 1 and the winning bidder and upon the winning bidder’s receipt of the Notice to Proceed. IV. PROJECT REQUIREMENTS and DELIVERABLES The training will be conducted with the following logistical requirements as follows: A. WORKING ARRANGEMENTS a. The engagement shall be for the whole duration of the following: • Community Guiding Seminar in Ilocos Sur on September 12-18, 2024 • Tourist Reception & Tour Guiding Techniques in Pagudpud, Ilocos Norte on September 17-19, 2024. • Tourist Awareness and Tourist Reception Seminar in Sugpon, Ilocos Sur on September 17-19, 2024. • Community Guiding Seminar in San Nicolas, Ilocos Norte on September 18- 24, 2024. • Barangay Tanod Sa Turismo Training Program in San Juan, La Union on September 24-27, 2024. • Community Based Kulinarya Workshop with Filipino Brand of Service Excellence in Pagudpud, Ilocos Norte on September 25-27, 2024. b. All related activities by the Ground Handler/ Travel and Tour Operator must be done in accordance with the DOT Regional Office’s rules and regulations. c. The Ground Handler/ Travel and Tour Operator shall render deliverables on the agreed timeline. d. All data, materials, documentation and reports are considered the property of the DOT Regional Office and shall be formally turned over by the Ground Handler/ Travel and Tour Operator to the DOT Regional Office. The use of outputs for this engagement requires prior approval from the DOT Regional Office. e. The DOT Regional Office shall designate a Support Team that will work closely with the Ground Handler/ Travel and Tour Operator regarding the technical and administrative requirements of the project, including monitoring of the progress of project activities; f. Payment shall be made upon the Ground Handler/ Travel and Tour Operator’s satisfactory completion of the deliverables. VI. MINIMUM REQUIREMENTS FOR BIDDERS The provider must be eligible for the following qualifications: a. Must be a legal entity/individual complete with permits and licenses for business operations; b. Must be DOT Accredited Travel Agency; c. Must be PHILGEPS registered; d. Willing to provide services on a send-bill arrangement; e. Amenable for date changes; f. Quotation must be inclusive of taxes (DOT-R1 has the full authority to withhold taxes and tax certificates to be issued on payments) VII. LEGAL TECHNICAL REQUIREMENTS a. Valid Mayor’s/Business Permit b. Certificate of PHILGEPS registration/number c. Income Tax Return d. Omnibus Sworn Statement VIII. BUDGET The Ground Handler/Travel and Tour Operator fee for the trainings for the Month of September is Two Hundred Thirty-Four Thousand and Two Hundred Fifty Pesos (Php 234,250.00) inclusive of all applicable government taxes, in a Send-Bill Arrangement (Government Procedure).
