The Department of Education (DepEd) Division of Zamboanga del Sur, through the FY 2024 General Appropriations Act intends to apply the sum of Three Million Seven Hundred Fifty Thousand Pesos (Php 3,750,000.00) being the Approved Budget for the Contract (ABC) to payment under the contract for Lot 2- Repair/Rehabilitation of School Buildings in Various Schools in the Division of Zamboanga del Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening. Lot No. Project ID Project Description Schools/Location ABC (PhP) Contract Duration 1 ZDS-24-RR-02 Repair/ Rehabilitation of School Building Classrooms (5CL) Montela ES, Tambulig, ZDS 3,750,000 120 CD 2. The DepEd - Division of Zamboanga del Sur now invites bids for the above Procurement Projects. Completion of the Works is required; Lot 2 - 120 Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from DepEd-Division of Zamboanga del Sur BAC Secretariat and inspect the Bidding Documents at the address given below from June 19 to July 10, 2024; 8:00 AM to 5:00 PM. 5. A complete set of Bidding Documents may be acquired by interested bidders on June 19, 2024, from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) for this lot. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by presenting the official receipt to DepEd Division of Zamboanga del Sur BAC Secretariat. 6. The DepEd-Division of Zamboanga del Sur will hold a Pre-Bid Conference on June 27, 2024; 10:00 AM at 2nd Floor Board Room, DepEd Division Office Building, PGC, Dao, Pagadian City, which shall be open to prospective bidders. Representative shall provide/present Special Power of Attorney (SPA) allowing them to represent the firm. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before July 10, 2024; 9:55 AM. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. 9. Bid opening shall be on July 10, 2024; 10:00 AM at DepEd Division Office Building, PGC, Dao, Pagadian City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Only one (1) representative per bidder will be allowed to enter the premises. 10. The DepEd-Division of Zamboanga del Sur reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
