REI 06-519 Series of 2024 WHEREAS, the Provincial Governor’s Office (PGO), this province has submitted a Purchase Request (PR) enclosed by PR No. 014, dated May 30, 2024, which received by the Bids and Awards Committee Office (BAC) on May 21, 2024, for the Procurement of Services to provide students with easy access to newspaper, either print or digital, for schools partnered with LGUs; WHEREAS, under the aforesaid Purchase Request (PR) has itemized the detailed qualification of proponent, of Two Hundred Ninety Thousand Four Hundred (PhP290,400.00), Philippine Currency, for the works indicated therein; WHEREAS, the Members of the Bids and Awards Committee of the Provincial Government of Eastern Samar convene for the procurement of services requisitioned of Provincial Governor’s Office (PGO), this province, the procurement under the Government Procurement Reform Act or RA 9184 and its 2016 Revised IRR particularly on Annex B (Procurement of Consulting Services) with an Approved Budget for the Contract (ABC) in the amount of Two Hundred Ninety Thousand Four Hundred (PhP290,400.00), Philippine Currency; WHEREAS, Sec. 53 of the Implementing Rules and Regulations (IRR) of RA 9184, authorizes the procuring entity to directly negotiate a contract with a technically, legally financially capable supplier, contractor or consultant; NOW, THEREFORE, We, the Members of the Bids and Awards Committee (BAC), upon motion and duly seconded, hereby RESOLVE as it is hereby RESOLVED to recommend to the Local Chief Executive of the province for the Negotiated Procurement of One (1) Person as Consultant for the above-mentioned Consultancy Services; RESOLVED FURTHER, at the approval of this resolution the negotiated procurement of One (1) Person as Consultant and shall be posted in the PhilGEPS and at any conspicuous place reserved for this purpose in the premises of the procuring entity for a period of seven (7) calendar days; UNANIMOUSLY APPROVED by the members of the Bids and Awards Committee (BAC) this 18th day of June, 2024 at the Bids and Awards Committee Office (BAC), Provincial Capitol, Borongan City, Eastern Samar.
