The Department of Agriculture Regional Field Office - MIMAROPA, through the Government of the Philippines CY-2024 intends to apply the sum of One Million Eleven Thousand Eight Hundred Eighty-Eight Pesos & 04/100 (Php1,011,888.04) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Goat House, Swine House and Septic Tank for Swine House in Looc, Occidental Mindoro under the SAAD Program. Bids in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Agriculture Regional Field Office - MIMAROPA now invites bids for the above procurement project. Completion of works is required in one hundred twenty (120) calendar days. Bidders should have completed a contract 50% similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from the BAC Secretariat of the Department of Agriculture Regional Field Office - MIMAROPA and inspect the Bidding Documents at the DA-MIMAROPA Satellite Office, 3/F ATI Bldg., Elliptical Road, Diliman, Quezon City during Mondays to Fridays from 8:00 am to 5:00 pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders from the BAC Secretariat at the DA-MIMAROPA Satellite Office, 3/F ATI Bldg., Elliptical Road, Diliman, Quezon City and upon payment of a non-refundable fee not later than the submission of their bids in the amount of Five Thousand Pesos (Php5,000.00) cash not later than the submission of their bids. 6. The Bids and Awards Committee of the Department of Agriculture Regional Field Office – MIMAROPA will hold a Pre-Bid Conference on July 9, 2024, 10:00 am at DA-MIMAROPA Satellite Office, 3/F ATI Bldg., Elliptical Road, Diliman, Quezon City and via videoconferencing through Zoom Cloud Meeting platform, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission on or before 10:00 a.m. of July 22, 2024 at the DA-MIMAROPA Satellite Office, 3/F ATI Bldg., Elliptical Road, Diliman, Quezon City. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on July 22, 2024 10:15 am at the DA-MIMAROPA Satellite Office, 3/F ATI Bldg., Elliptical Road, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity and via videoconferencing through Zoom Cloud Meeting. 10.
