The BUREAU OF JAIL MANAGEMENT AND PENOLOGY –NCRO through the National Expenditure Program (NEP) Fiscal Year 2025 intends to apply the sum of THIRTEEN MILLION FORTY THOUSAND EIGHTY-ONE PESOS AND TWENTY-FIVE CENTAVOS (Php13,040,081.25) being the ABC to payments under the contract for Procurement of Various Drugs and Medicines for the month of April CY2025 with contract I.D. Nos: DM 2025-04-001-EPA. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The BUREAU OF JAIL MANAGEMENT AND PENOLOGY –NCRO now invites bids for the above Procurement Project. The project is undertaken through Early Procurement Activities (EPA). This shall include, but not limited to the: 2.1 Rules and Procedure of EPA; 2.2 Fixed Price Rule in Procurement; 2.3 Extension of the bid Validity and Security; 2.4 Validity of requirement prior to the award of the Contract; 2.5 Conditions of Award; and 2.5 Date of earliest delivery. Delivery of the Goods is required within fifteen (15) Calendar Days upon receipt of the Notice to Proceed. Bidders should have completed, within TWO (2) YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from BUREAU OF JAIL MANAGEMENT AND PENOLOGY –NCRO and inspect the Bidding Documents at the address given below during office hours from 8:00 A.M. to 5:00 P.M. 5.
