The Pag-IBIG Fund Bids and Awards Committee TAS – SOUTHERN TAGALOG, through its Corporate Operating Budget for year 2024, intends to apply the sum of Four Million Nine Hundred Eighteen Thousand Eight Hundred Twenty-Seven and 56/100 Pesos (Php 4,918,827.56) inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Various Genuine Computer Supplies for use of Pag-IBIG Fund Southern Tagalog / Project ID No. TAS 2024-12. Bids received in excess of the ABC for each line item shall be automatically rejected at bid opening. 2. The Pag-IBIG Fund Bids and Awards Committee TAS – SOUTHERN TAGALOG now invites bids for the Supply and Delivery of Various Genuine Computer Supplies for use of Pag-IBIG Fund Southern Tagalog. Delivery of the Goods is required within Fifteen (15) Calendar Days from receipt of Notice to Proceed. Bidders should have completed, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II., Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.  Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Pag-IBIG Fund Bids and Awards Committee TAS – SOUTHERN TAGALOG through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS). 5. A complete set of Bidding Documents may be acquired by interested Bidders starting June 28, 2024, from 8:00am to 4:00pm at Pag-IBIG Fund BAC Secretariat located at the 3/F of Pag-IBIG Fund TAS Southern Tagalog, High Rise Business Center, Brgy. Halang, Calamba City, Laguna upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of: ABC Cost of Bidding Documents (in PhP) 500,000 and below 500.00 More than 500,000 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 More than 5 Million up to 10 Million 10,000.00 More than 10 Million up to 50 Million 25,000.00 The maximum fee for the Bidding Documents for each item shall be based on its ABC, provided that the total fees for the Bidding Documents of all items shall not exceed the maximum fee of Twenty-Five Thousand Pesos (PhP25,000.00), as prescribed in the Guidelines for the sum of the ABC of all items. Bidders have to pay for the Bidding Documents over-the-counter, provided that the prospective bidder has initially secured an authorized Payment Order Form (POF) from the Pag-IBIG Fund BAC Secretariat by sending an email request at Procurement Section: st.procurement@pagibigfund.gov.ph or Procurement Section Head, Mr. John Vincent D. Galdonez: jdgaldonez@pagibigfund.gov.ph ▪ Over-the-Counter Payment Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made from Mondays to Fridays, 8:00 A.M. to 5:00 P.M. (PST), at the Pag-IBIG Fund TAS Southern Tagalog, High Rise Business Center, Brgy. Halang, Calamba City, Laguna or any nearest Pag-IBIG Fund Branch of the participating bidder. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by providing a copy of the Official Receipt (OR) in person or through electronic mail to: st.procurement@pagibigfund.gov.ph or jdgaldonez@pagibigfund.gov.ph before the deadline of submission and receipt of bids, to be registered as an official participating bidder for the project. 6. The Pag-IBIG Fund, through its Bids and Awards Committee TAS - SOUTHERN TAGALOG, will hold a Pre-Bid Conference via Zoom on July 10, 2024, 10:00 A.M. (PST) which shall be open to prospective bidders. Request for the meeting ID/link and password must be communicated with the Procurement Section email at st.procurement@pagibigfund.gov.ph and with the Procurement Section Head, Mr. John Vincent D. Galdonez at jdgaldonez@pagibigfund.gov.ph until 5:00 P.M. (PST) of July 9, 2024 and shall be limited only to one (1) representative per company. The said meeting ID/link must be for exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts. 7. Bids must be duly received by the Pag-IBIG Fund BAC TAS – SOUTHERN TAGALOG Secretariat/Procurement Section, Cash and Administrative Services Division, through manual submission, at 3/F High Rise Business Center, Halang, Calamba City, Laguna on or before 9:30 A.M. (PST) of July 22, 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on July 22, 2024, 10:00 A.M. (PST) at the 3/F High Rise Business Center, Halang, Calamba City, Laguna. Bids will be opened in the presence of the bidders’ representatives via Zoom meeting who choose to attend the activity. The venue identified for the Opening of Bids may be subject to change due to availability of venue location. Bidder’s representative must confirm its attendance to the BAC TAS – SOUTHERN TAGALOG Procurement Section email at st.procurement@pagibigfund.gov.ph and with the Procurement Section Head, Mr. John Vincent D. Galdonez at jdgaldonez@pagibigfund.gov.ph at least one (1) working day prior to the scheduled opening of bids. 10. The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
