Bids received in excess of the ABC shall be automatically rejected at Bid opening. Delivery of GOODS is required by December 30, 2024. The description of an eligible bidder is contained in Section II of the Bidding Documents, Instruction to Bidders (ITB). Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Revised Implementing Rules & Regulations-part A (IRR-A) of R.A. 9184, otherwise known as the Government Procurement Reform Act and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, as specified in R.A. 5183 only bids from bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the bidding documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine his responsiveness to the technical & financial requirements of the Project. The contract shall then be awarded to the Lowest Calculated & Responsive Bidder (LCRB) who was determined as such in the post-qualification procedure. Interested bidders may obtain further information from the Municipal Government of Ocampo, Camarines Sur and inspect the bidding documents at the address given below from 8:00 AM to 5:00 PM. A complete set of Bidding Documents may be purchased by the interested bidders from the address below and upon payment of non-refundable fee in the amount of Php 500.00. The method of payment will be on cash basis. Only Owner of Company are allowed to submit Letter of Intent, Procure Bidding Documents and Submit Bid Proposals. Social distancing and proper health protocols will be observed during submission of letter of intent, procure bid documents, submission of bids and bid opening. The bidding documents shall be received personally by the respective Bidder. Bids and eligibility requirements must be delivered to the address below on/or before October 25, 2024, 10:00 AM. All bids must be accompanied by a Bid Securing Declaration, or bid security in the form of either of the following; FORM OF SECURITY AMOUNT OF BID SECURITY ( Not less than the required Percentage of the ABC) a) Cash, cashier’s /manager’s check, bank draft/guarantee confirmed by a Universal or Commercial Bank For Biddings conducted by LGUs, the cashier’s/manager’s check may be issued by other banks certified by the BSP as authorized to issue such financial instrument. Two percent (2%) b) Bank Draft/Guarantee or Irrevocable letter of credit issued by a Universal or commercial Bank: Provided, however, that it shall be confirmed or authenticated by a universal or commercial bank, if issued by a foreign bank. c) For bidding conducted by LGUs, Bank Draft/Guarantee, or irrevocable letter of credit may be issued by other banks certified by the BSP as authorized to issue such financial instrument. d) Surety bond callable upon demand issued by a surety or insurance company duly certified by the insurance commission as authorized to issue such security.
