The Department of Agriculture – Regional Field Office 10, through the Corn Program and 4Ks Program Funds CY 2025 intends to apply the sum of the following: Bid Lot 1: Ninety One Million Two Hundred Forty Seven Thousand Five Hundred Pesos (Php91,247,500.00) Bid Lot 2: Twenty Seven Million Three Hundred Thousand Pesos (Php27,300,000.00) Bid Lot 3: Twelve Million Four Hundred Fifty Thousand Pesos (Php12,450,000.00) Bid Lot 4: Thirty Million Nine Hundred Eighty Seven Thousand Five Hundred Pesos (Php30,987,500.00) being the ABC to payments under the contract of the following: Bid Lot 1: Procurement of 36,499 bags Inorganic Fertilizers (14-14-14) For Bukidnon Bid Lot 2: Procurement of 10,920 bags Inorganic Fertilizer (14-14-14) For Lanao del Norte Bid Lot 3: Procurement of 4,980 bags Inorganic Fertilizer (14-14-14) For Misamis Occidental Bid Lot 4: Procurement of 12,395 bags Inorganic Fertilizer (14-14-14) For Misamis Oriental Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Agriculture – Regional Field Office 10 now invites bids for the above Procurement Project. Delivery of the Goods is required within the month of April 2025 for Bid Lot 1, Bid Lot 2, Bid Lot 3 and Bid Lot 4. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from Department of Agriculture – Regional Field Office 10 and inspect the Bidding Documents at the address given below during 8:30 to 5:00 P.M., Monday to Friday. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 28 to November 19, 2024 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of: Bid Lot 1: Fifty Thousand Pesos (Php50,000.00) Bid Lot 2: Twenty-Five Thousand Pesos (Php25,000.00) Bid Lot 3: Twenty-Five Thousand Pesos (Php25,000.00) Bid Lot 4: Twenty-Five Thousand Pesos (Php25,000.00) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The Department of Agriculture – Regional Field Office 10 will hold a Pre-Bid Conference1 on November 5, 2024, 9:00am at BAC Conference Room, Department of Agriculture, RFO 10, Antonio Luna St., Cagayan de Oro City through face to face which shall be open to prospective bidders or authorized bidders’ representative. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before November 19,2024, 9:00am for Bid Lot 1, Bid Lot 2, Bid Lot 3, Bid Lot 4. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 19,2024, for Bid Lot 1 - 9:00am, Bid Lot 2 – 10:30am, Bid Lot 3 – 1:00pm, Bid Lot 4 – 2:30pm at the Bids and Awards Committee Conference Room, Department of Agriculture RFO 10, Cagayan de Oro City. Bids will be opened in the presence of the bidders’ representatives. 10.
