PB-CW-2024-072 May 13, 2024 1. The Bids and Awards Committee (BAC) of the Provincial Government of Quirino, through the 20% Development Fund CY 2024 intends to apply the sum of P 4,999,394.69 being the Approved Budget for the Contract (ABC) to payments under the contract for PB-CW-2024-072 Completion of Promenade, Capitol Hills, Cabarroguis, Quirino. Bids re ceived in excess of the ABC shall be automatically rejected at bid opening. 2. The Bids and Awards Committee (BAC) of the Provincial Government of Quirino now invites bids for the aboved Procurement Project. Completion of the Works is required by 127 Calendar Days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184. 4. Interested bidders may obtain further information from Bids and Awards Committee (BAC) of the Provincial Government of Quirino and inspect the Bidding Documents at the address given below during Monday to Friday from 9:00 AM to 4:00PM. 5. A complete set of Bidding Documents may be acquired by interested Bidders from May 13, 2024 to June 4, 2024 from the given address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Five Thousand Pesos (P5,000.00). The BAC will issue hard copies of Bidding Documents at the BAC Secretariat, Capitol Hills, Cabarroguis, Quirino, upon payment of the applicable non-refundable fee. 6. The Bids and Awards Committee (BAC) of the Provincial Government of Quirino will hold a Pre-Bid Conference on May 21, 2024, 2:00PM at BAC Office, Capitol Hills, Cabarroguis, Quirino which shall be open to all prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office indicated below on or before June 4, 2024, 2:00PM. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. Prospective bidders shall submit their duly accomplished forms as specified in the BD’s in two (2) separate sealed bid envelopes to the BAC Chairman. The first envelope shall contain the technical component of the bid. The second envelope shall contain the financial component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and the post-qualification. 9. Bid opening shall be on June 4, 2024, 2:00PM at BAC Office, Capitol Hills, Cabarroguis, Quirino. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Bids and Awards Committee (BAC) of the Provincial Government of Quirino reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA 9184, without thereby incurring any liability to the affected bidders or bidders. 11.
