The LOCAL GOVERNMENT UNIT OF GUINOBATAN, ALBAY, through the Municipal 20% EDF CY 2024 intends to apply the sum of FIVE MILLION NINE HUNDRED NINETY-SEVEN THOUSAND EIGHT HUNDRED EIGHTY-FOUR & 13/100 PESOS ONLY (Php 5,997,884.13), being the Approved Budget for the Contract (ABC) to payments under the contract for the Installation of Solar Streetlights(Barangay Sinungtan-Malipo Road) Guinobatan,Albay situated at Barangay Sinungtan - Malipo, Guinobatan, Albay under Reference No. Gbtn-2024-038-INFRA. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Local Government of Guinobatan now invites bids for the above Procurement Project. Completion of the Works is required within NINETY-SEVEN (97) Calendar Days from the receipt of Notice to Proceed. 3) Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementation Rules and Regulations (IRR) of Republic Act (RA) No. 9184 4) Interested bidders may submit their Letter of Intent and obtain further information from BAC Secretariat/Chairman of LGU Guinobatan, Albay and inspect the Bidding Documents at the address given below from October 9-14, 2024 during office hours between 8:00 AM to 5:00 PM. 5) A Complete set of Bidding Documents may be acquired by interested bidders on October 16-25, 2024 from given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (Php10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. 6) The Local Government of Guinobatan will hold a Pre-Bid Conference on October 15, 2024 at 2:00 PM at Conference Room, 2nd Floor Main Building, LGU-Guinobatan, Mabini St., Poblacion, Guinobatan, Albay which shall be open to prospective bidders. 7) Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 1:00 P.M October 29, 2024. Late bids shall not be accepted. 8) Interested bidder, upon submission of Letter of Intent is directed to bring with him/her and present to the BAC Secretariat the original copies of Department of Trade and Industry (DTI) Certificate or Securities and Exchange Commission (SEC) Certificate, Tax Clearance Certificate, Mayor’s Permit and Philgeps Registration Certificate, and other legal documents. Further, should a person will represent the supplier, he/she must be duly authorized by the latter through a duly notarized Special Power of Attorney, Secretary’s Certificate, or Board/Partnership applicable and bring with him/her the above-stated documents to be presented to the BAC Secretariat for the purpose of verification of its authenticity. 9) Bid opening shall be on October 29, 2024 @ 2:00 PM Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. Only one (1) representative per bidder shall be allowed to attend the Bid Opening in person. 10) Bids submitted after the deadline shall only be marked for purposes of recording the time of submission to the LGU GUINOBATAN-BAC Secretariat but shall not be accepted, thus, they shall be returned to the bidder unopened and intact.
