Background The Inter-Agency Investment Promotion Coordination Committee (IIPCC), established under Republic Act No. 11647, “shall be the body that will integrate all promotion and facilitation efforts to encourage foreign investments in the country”. Under Rule III, Section 8 of the Implementing Rules and Regulations of the Amended FIA, the IIPCC, with the DTI as Chairman and the BOI as Secretariat, has been tasked among others to: (1) design a comprehensive marketing strategy and campaign, promoting the country as a desirable investment area in accordance with the Foreign Investment Promotion and Marketing Plan (FIPMP); (2) coordinate and, when necessary partner with and assist the IPAs and all other similar existing authorities or that may be created by law, in promoting foreign investments to the country; and (3) support inbound and outbound foreign direct investment or trade missions for international markets to promote the country as a premier investment location. In line with these, the IIPCC in its 2nd Government Representatives Meeting on 31 March 2023, approved the “Make It Happen in the Philippines” (MIH) campaign as the country branding on which to anchor this comprehensive marketing strategy. Successfully launched by the BOI in 2020, MIH is the country’s first multisector, multi market, international investment promotion brand. Primarily designed to create awareness about the country’s investment opportunities and generate investment leads, the brand takes inspiration from the genuine Filipino trait of resilience and make it work mindset and our commitment to sustainability and innovation. The MIH branding has been consistently used by DTI and BOI principals in all investment promotion activities. The President has also been using MIH in his speeches in business meetings during the Presidential Visits. Other Investments Promotion Agencies (IPAs), Investment Promotion Unit (IPU) of Local Government Units (LGUs), and partners from the government and private sector are likewise enjoined to use the MIH brand. The IIPCC also supports BOI’s positioning strategy to transform the Philippines to be SEAsia’s hub for smart and sustainable manufacturing and services by empowering the Private Sector thru market-based tools. At the center of the FIPMP being developed, is positioning the Philippines as “Regional Hub for Globally-Competitive, Innovative- and Sustainability-Driven Industries”. Towards this end, the country shall continue to intensively promote: electric vehicles; smart and high-tech manufacturing; semiconductors and electronics; green metals; high-tech agriculture; renewable energy including energy storage system; and data centers/telco infrastructure including cyber security. All of which, are expected to generate green and future-proof jobs. II. Objectives To widen the reach of the MIH campaign and further intensify PH’s investment promotion efforts, there is a need to commission new MIH folios and inserts for distribution during events, roadshows, meetings and other engagements in the country and abroad. III. Scope of Work and Deliverables The following collaterals are to be procured from qualified supplier: MIH Folio and Inserts Budget: PHP 350,000.00 Quantity: Folio = 2,000 pcs Generic Inserts = 2,000 pcs (1 pager, back-to-back) Doing Business Inserts = 2,000 pcs (1 pager, back-to-back) Sectoral Inserts = 2,000 pcs x 8 sectors = 16,000 pcs. (1 pager, back-to-back) FOLIO (with inside pocket) 1. Size: 9” x 12” 2. Stock: c2s 220 lbs/350gsm 3. Color: Full Colors 4. Process: Offset Printing; glossy; with lamination and assembly 5. Delivery: Proofing of the final material and design must be submitted within 1-2 weeks from signing of contract and approved by the end-user before proceeding with mass production. Total quantity contracted to be delivered within 30 days after the approval of the end-user of the actual sample. INSERTS 1. Size: A4 2. Stock: c2s 100 lbs/350gsm 3. Color: Full-colors 4. Process: Offset Printing; glossy; with color separation 5. Delivery: Proofing of the final material and design must be submitted within 1-2 weeks from signing of contract and approved by the end-user before proceeding with mass production. Total quantity contracted to be delivered within 30 days after the approval of the end-user of the actual sample. IV. Eligibility Criteria/Qualifications of the Service Provider The Service Provider should: 1. Have been engaged in the production, printing, and delivery of folio and inserts for at least three (3) years; 2. Have at least five successful/positive engagements with government and private sector clients; 3. Have the necessary equipment and resources to handle the project 4. Able to provide sample works upon bidding 5. Have at least RED PhilGeps certificate. V.
