The Provincial Government of Tarlac intends to apply the sum of Seven Million One Hundred Twenty Thousand Six Hundred Twenty-One Pesos 08/100 Only (Php 7,120,621.08) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Furniture and Fixtures, Equipment and Supplies for the Effective Implementation of SDN Program / B-G-2024-032-R for each lot hereunder stated: Lot No. Particular Approved Budget for the Contract Source of Fund 1 Lot 1: Furniture and Fixtures 916,615.00 Trust Fund 2 Lot 2: ICT Equipment 1,080,582.08 Trust Fund 3 Lot 3 Office Equipment and Supplies 3,365,724.00 Trust Fund 4 Lot 4: ICT Equipment and Supplies 1,757,700.00 Trust Fund TOTAL: 7,120,621.08 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Provincial Government of Tarlac now invites bids for the above Procurement Project. Delivery of the Goods is required by Fifteen (15) calendar days. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184. 4. Prospective Bidders may obtain further information from Provincial Government of Tarlac and inspect the Bidding Documents at the address given below during8:00am to 5:00pm, Mondays to Fridays. Any concerns regarding the procurement project may be raised during the Pre bid Conference (refer to number 6). 5. A complete set of Bidding Documents may be acquired by interested Bidders on 01 November 2024 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos Only (PhP 1,000.00) for Lot 1, Five Thousand Pesos Only (PhP 5,000.00) For Lot 2, Five Thousand Pesos Only (Php 5,000.00) for Lot 3 and Five Thousand Pesos Only (Php 5,000.00 for Lot 4. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. 6. The Provincial Government of Tarlac will hold a Pre-Bid Conference on 9:30am, 12 November 2024 at the Bids and Awards Committee Office, 3rd Floor, Provincial Capitol Building, Brgy. San Vicente, Tarlac City which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before 10:00am, 26 November 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 10:00am, 26 November 2024 at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Provincial Government of Tarlac reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
