The LAND BANK OF THE PHILIPPINES (LANDBANK), through the 2024 Corporate Operating Budget intends to apply the sum of Twenty-One Million Seventy-Seven Thousand Thirty-Four Pesos Only (PhP21,077,034.00) being the ABC to payments under the contract for the Proposed LANDBANK Balangiga Branch Building Construction with Project Identification No. LBP-RBAC8-ITB-CW-0285331-03-A. Bids received in excess of the ABC on a per lot basis shall be automatically rejected at bid opening. 2. The LAND BANK OF THE PHILIPPINES now invites bids for the Proposed LANDBANK Balangiga Branch Building Construction. Completion of the Works is required within Two Hundred Twenty Five (225) calendar days upon receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. The complete set of Bidding Documents may be acquired by interested Bidders October 18, 2024 from the address indicated above and upon payment of a Bidding Documents Fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos Only (PhP25,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the LANDBANK website, provided that Bidders shall pay the applicable fee for the Bidding Document not later than the submission of their bids. 6. The LANDBANK will hold a Pre-Bid Conference on October 25, 2024 (Friday) at 1:00 P.M., at the Training Room, 2nd Floor, LANDBANK Tacloban Bldg, Tacloban City. Only those bidders that have purchased the Bidding Documents shall be allowed to request for clarification on any part of the Bidding Documents or for an interpretation, at least three (3) calendar days after the pre-bid conference. Bidders are prohibited from recording (audio and video) the proceedings of the pre-bid conference. 7. Bids must be duly received by the RBAC Secretariat through dropping at the designated Bid Box located at the LANDBANK Tacloban Bldg, Sagkahan District Tacloban City PROPERLY SEALED, MARKED AND TIME STAMPED, on or before the 12:00 NN deadline on November 11, 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15. 9. Bid opening shall be on November 11, 2024, Monday at 1:00 PM at the Training Room, 2nd Floor, LANDBANK Tacloban Bldg, Sagkahan District, Tacloban City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address above. 10. The LANDBANK reserves the right to (a) reject any and all bids at any time prior to the award of the contract; (b) waive any minor formal requirements in the bid documents; (c) accept such bids it may consider to be advantageous and beneficial to the Bank; (d) declare a failure of bidding; or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
