The eligibility check/ screening as well as the preliminary examination of bids shall use PASS/ FAIL criteria. All particulars relative to eligibility check and screening, bid security, performance security, pre-bidding conference/s, evaluation of bids, post-qualification and award of contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR) Interested bidders may submit their Letter of Intent (LOI) from October 25, 2024 to November 20, 2024 before 2:00 PM at the BAC Office thru this email: rtu_bac@rtu.edu.ph. Furthermore, the LOI should state the name of the company and the name of its authorized representative who will join the pre-bidding conference on November 7, 2024 at 2:00 PM. The last day of submission as well as the opening of bids will be on November 20, 2024 at 2:00 PM. All bids must be submitted before the prescribed time. All queries regarding the project should be addressed to the BAC in the abovementioned email address. Bid Documents will be available online but only those who paid the non-refundable amount of Php 25,000.00 bid documents fee at the RTU Cashier can join the bidding. The RTU reserves the right to accept or reject any bid, to declare the bidding a failure, not to award the contract, to annul the bidding process and to reject all bids prior to contract award without thereby incurring any liability to the affected bidders. Furthermore, RTU reserves the right to waive any minor defects of formality and to accept the proposal most advantageous to RTU. SCOPE OF WORKS: 1. Detailed engineering design and structural safety assessment including on-site physical assessment of the following: • Design and Build Contractor shall perform Distribution Impact Study (DIS) in accordance with Meralco requirements • Civil structure of the building and rooftop • Sun path tracking/shading analysis • Energy modeling and simulation of the 2nos.-100kWp Solar PV system following the building audit and recommendations of the Solar Power expert • Assessment of the grid infrastructure and building connection with net metering system - Submit detailed engineering design for the 2nos.-100kWp solar PV based on the results of the assessment for review and approval by Project Management Office and the Design & Build Committee. 2. Procurement of solar power system components and other materials - Procurement of solar equipment for the capacity of 2nos.-100kWp not limited to the following: • Solar panels • Inverters • Transformer • Combiner Box • Balance of the System (BOS) (panel frame structure, nuts, and bolts, cables and wires) • Security measures (anti-theft bolts) • Iron frame • Wires, smart devices, and connections to the national electricity network. • Any other relevant components that are needed 3. Set-Up and Installation • Construction of frames and brackets. • Installation of the solar photovoltaic system, based on the final approved design. • Integrate a monitoring system. 4. Connection to the electrical grid and net metering setup - Grid Connection Application • The contractor of the solar power system shall submit a formal grid connection application to the local utility or grid operator. The application should include technical specifications of the system, system capacity, expected generation, and any other information required by the utility. • The solar power system installation must comply with all applicable regulations, codes, and standards governing grid connection and electrical safety. This includes compliance with national, regional, and local grid codes, as well as safety standards for electrical installations and equipment. - Net Metering Setup • After the solar power system is connected to the grid, the contractor shall submit a net metering application to the utility or grid operator. • The application should include details of the system installation, expect energy generation, and propose net metering configuration. 5. Testing and commissioning (including warranty period) - 24/7 monitoring and regular maintenance for the first 10 working days after completion - The contractor/supplier will assume full liability for a 10-year performance guarantee. - The supplier/contractor additionally accepts responsibility for the manufacturer warranties of the corresponding system components/parts, which must have a minimum warranty period of 10- years for solar inverter, 20-years for dry-type transformer and solar panels with minimum warranty period of 25 years. 6. Capacity building training for personnel in charge - Contractor/Supplier must conduct capacity building training for personnel in charge of maintenance of buildings and facilities on proper use and maintenance of the system to ensure optimum efficiency. - Contractor must handover operations manual for personnel in charge. 7. Construction of New Electrical Room - Contractor shall construct new electrical room and provide new 1600AT MCCB Stainless Steel cabinet enclosure as per the provided drawing. - Contractor shall terminate the cables from line side and load side of the new 1600AT MCCB cabinet enclosure. Contractor shall relocate and pull the cables of the load side. 8. Provision for New Electrical Post Service Entrance & Wire - Contractor shall also construct new electrical service entrance post as per the provided drawing - Contractor shall install cables (3-SETS OF 6WIRE-250sq.mm) from new 1600AT MCCB cabinet enclosure at new electrical room to the new electrical service entrance post top level for Meralco connection. - Contractor shall request for shutdown from Meralco for this activity. - Contractor shall perform megger testing of the cables.
