Entering into Negotiated Procurement-Community Participation is more efficient and economical to the Government; 2. In the interest of project sustainability or to achieve certain specific social objectives, it is desirable in selected project to call for participation of local communities in the delivery of goods; 3. Section 11 of RA No. 11321 or the “Sagip Saka Act,” requires National and Local Government Agencies to promote and support farmers and fisherfolk enterprises development by directly purchasing agricultural and fishery products from accredited farmers and fisherfolk cooperatives and enterprises; 4. A Fresh Milk/Fresh Milk-Based Products can be procured from local community or social groups and is readily available; 5. Fresh Milk/Fresh Milk-Based Products is/are urgently needed by the end-users for immediate dispatch in the School-Based Feed Program of the government; 6. That as provided in RA No. 9184 and its 2016 revised IRR, the Procuring Entity is authorized to divide a procurement project into lots to attract the maximum competition and carry out procurement in an efficient and economic manner and the same is not made to circumvent any provision of RA No. 9184 and its revised IRR. 7. The total estimated cost of the said procurement does not exceed (₱ 5,000,000.00) as provided under Appendix 35, section 5.6 of the Revised IRR as it is only Two Million Ten Thousand Eight Hundred Fifty Five Pesos (₱2,010,855.00).
