The Council for the Welfare of Children (CWC), through the GAA for FY 2024 intends to apply the sum of Two Million Nine Hundred Thousand Pesos Only (PHP2,900,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of ICT Consulting Services for the following Monitoring and Evaluation Division (MED) Systems. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. Lot Item Description ABC 01 ICT Consulting Services for the Enhancement of the Seal of Child-Friendly Local Governance Knowledge Management System (SCFLG-KMS) Phase III ₱1,400,000.00 02 ICT Consulting Services for the Enhancement of the Subaybay Bata Monitoring System (SBMS) Phase I ₱800,000.00 03 ICT Consulting Services for the Development of the Presidential Award for Child-Friendly Municipalities and Cities Knowledge Management System (PACFMC-KMS) ₱700,000.00 2. The Council for the Welfare of Children (CWC) now calls for the submission of eligibility documents for Procurement of Consulting Services for the Monitoring and Evaluation Division (MED). Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 19 June 2024, 9:30 AM at CWC Central Office, No. 10 Apo St., Sta. Mesa Heights, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. Interested bidders may obtain further information from the Secretariat, CWC-Bids and Awards Committee, and inspect the Bidding Documents at the address given below between 08:00 AM to 05:00 PM on Mondays to Thursday, excluding holidays. 4. The Bidding Documents – Part I may be acquired on 12-19 June 2024, 9:30am from the address below. Bidding Documents – Part II may only be acquired by Short Listed Consultants upon payment of the following applicable bidding documents fee below: Total Amount of ABC to be Bid (In Philippine Peso) Maximum Cost of Bidding Documents (In Philippine Peso) 500,000.00 and below 500.00 More than 500,000.00 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 More than 5 Million up to 10 Million 10,000.00 In case, the bidder/s will participate with all the lot items, then the payment for the bidding document shall be based on the total amount of ABC which is Five Thousand Pesos Only (P5,000.00). In any case that the bidder/s is participating in a particular Lot item, then they shall pay per Lot item in accordance with the standard rates set for the acquisition of bidding documents (Appendix 08, Item No. 5.0). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the CWC, at https://cwc.gov.ph/procurement/, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5. The BAC shall draw up a short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of a maximum of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: The Consultant or the participating bidder must be a registered firm. The qualifications and requirements must be met prior to engaging its services. The Consultant shall be evaluated by the end-user and the Bids and Awards Committee (BAC) based on the following technical evaluation criteria: CRITERIA WEIGHT Applicable experience of the consultant (Consulting firm) and associates in case of joint ventures 50% Qualification of principal and key staff of the consultant 30% Current workload relative to capacity 20% TOTAL 100% Note: The minimum score to qualify for shortlisting shall be Eighty Percent (80%) 6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 7. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. 8. The contract and all activities under the Scope of the Work and Expected Output should be completed within Six (6) months. 9. The CWC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 10.
