The City Government of Malabon, through the General Fund- TRUST LIABILITIES (Malasakit Fund) intends to apply the sum of THREE MILLION SEVEN HUNDRED EIGHTY SIX THOUSAND FIVE HUNDRED TWENTY FIVE and 02/100 pesos only (P 3,786,525.02), being the Approved Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT OF LABORATORY REAGENTS AND CONSUMABLES FOR THE USE OF OSPITAL NG MALABON. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The City Government of Malabon now invites Bids from eligible Bidders for the PROCUREMENT OF LABORATORY REAGENTS AND CONSUMABLES FOR THE USE OF OSPITAL NG MALABON. Delivery of goods is required within the period specified under Section VI. Schedule of Requirements. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. 5183 and subject to Commonwealth Act 138. 4.
