BACKGROUND AND OBJECTIVES In response to the request of Hon. Christopher V.P. De Venecia, Representative of the 4 th District of Pangasinan, the Department of Tourism Regional Office 1 and his office has developed a tourism circuit to promote the culture and heritage destinations of the municipalities of Manaoag, San Fabian, Mangaldan, San Jacinto and the City of Dagupan. Dubbed as \ ExplorePD4 Heritage Tour in Pangasinan District 4, the said circuit is dedicated to promote and develop the district's tourism economy through private-public partnerships that showcases its vibrant heritage and coffee culture to attract more visitors. A familiarization tour will be implemented to serve as a test run for the developed circuit to gauge interest, feasibility and potential as a tour package offering and future expansion. The tour will include a guided tour that will highlight iconic landmarks and cultural sites as well as its local food and gastronomy culminated by a coffee competition. This will be participated by local and national influencers, DOT - Accredited travel and tour operators and various media outfits. To implement the said activity, the procurement for the services of a Ground Handler to provide the logistical requirements for its facilitation including but not limited to provision of transportation, meals and accommodation among others is necessary. II. SPECIFICATIONS REQUIREMENT SPECIFICATIONS Transportation Land Transportation Service (Manila-Pangasinan-Manila) - Manila – Manaoag, Pangasinan - Pangasinan District 4 Tour - Dagupan City - Manila Available on October 17 1 unit fully air-conditioned vans with comfortable seats and head rest with space for luggage with driver in proper uniform and ID (supplier shall provide for their meals and accommodation) Land Transportation Service (within Pangasinan) - Pangasinan District 4 Tour Available on October 17 1 unit fully air-conditioned vans with comfortable seats and head rest with space for luggage with driver in proper uniform and ID (supplier shall provide for their meals and accommodation) Accommodation Fully air-conditioned rooms with toilet and bath (cold shower shower), bathroom amenities, strong and steady wi-fi connection, complimentary breakfast October 16-18 (2 nights) 2 single occupancy rooms Location of accommodation will be based on an approved itinerary Meals Familiarization tour meal requirements for thirty-five (35): Buffet Breakfast AM Snacks Buffet Lunch PM Snacks Buffet Dinner Location/ Venue per meal as well as suggested serving time and manner will be based on an approved itinerary Menu option must showcase local food and gastronomy upon the suggestion or approval of the project officer Tokens/ Giveaway (Product Demo and Sampling) Provision of the following local products or any suggested equivalent as product samples in each identified destination stops 35 pcs of each of the following items: Local baskets Religious items (rosary bracelet or equivalent) Customized salt jar Romana’s food products (peanut brittle or any equivalent) Processed bangus products (daing na bangus or any equivalent) Tour Guides Services of two (2) DOT Accredited Provincial Tour Guides Must be DOT accredited at the time of service With proper tour guiding uniform and ID Provide services from 730am – 830pm Hygiene Kit Provision of cold towels in identified destination stops 2 pcs per participants distributed in identified venues Towels should be cold at the time of distribution Tour Coordinator At least one (1) designated tour coordinator to assist project officer in the facilitation of the entire tour The service provider shall work in close coordination with the DOT Region 1 Project Team in the implementation and facilitation of the said project. Any changes in the logistical requirements shall be coordinated by DOT R1 to the service provider and vice versa for necessary adjustment which shall be agreed upon by both parties at no additional cost. APPROVED BUDGET OF THE CONTRACT The Approved Budget of the Contract is One Hundred Fifty- Nine Thousand Five Hundred Pesos Only (Php 159,500.00) – inclusive of tax. Mode of Payment – (Government Procedure) One-time direct bank payment through List of Due and Demandable Accounts Payable-Advise to Debit Account (LDDAP-ADA) or Check upon completion of all deliverables and receipt of Statement of Account based on actual utilization/number of pax utilized inclusive of applicable taxes. QUALIFICATION OF BIDDERS/ LEGAL TECHNICAL REQUIREMENTS Certificate of PHILGEPS registration/number Current Mayor’s/Business Permit Updated Annual Income Tax Return Omnibus Sworn Statement Company Profile Engaged in the business for at least three (3) years at the date and time of the opening of bids; Must have a minimum of 3 years’ experience in providing logistical requirements for small, medium, or largescale events, and the activities Reminders to bidders: 1.
